If Canada is to ensure a
domestic supply of energy
through oil and gas in the
future a strong co-operation
will have to be developed
between the public, the
federal and provincial
governments and the oil
ro
companies according to John
Wyatt, manager of Ross Scott
Fuels in Brucefield.
Wyatt, who spoke recently
to the Goderich Rotary Club,
said the governments, the oil
companies and the public
must share their concerns
and needs and resolve what is
best for the nation in terms of
future energy needs.
Wyatt said current energy
sources in the country will be
depleted within the next five
years and Canada will be
forced to import much of its
oil and natural gas. He said
the country has rich deposits
that can far exceed present
needs but social a,,,nd
economic problems in Ihe
nation are making it very
difficult if not impossible to
discover and mine those
deposits for domestic use.
He said the country faces
some formidable obstacles if
Canadians are to work
together to resolve the
situation. The economic
picture in Canada is not
pleasant and industry is being
forced to back off from major
new investments because of
weak markets, excess
capacity and poor profits,
Bitterness and hostility'has
developed between federal
and provincial governments
over several issues and
morale in the community is
down. People are very
negative toward institutions
such as government,
business, _labour and
education.

unite and make a strong and
lasting effort to change at-
titudes. He pointed out that
mistrust has developed
recently between the public
and oil companies. He said
many Canadians feel oil
companies are gouging them
and raking in exorbitant
profits. He explained the oil
companies get a very small
share of the proceeds from a
gallon of gasoline. He said
after costs of refining and
transporting have been taken
off the companies make about
one cent profit. The gover-
nment grabs 48 cents in taxes
and royalties.
The oil companies face
huge investments to secure
energy resources for the
future because of the
locations of the deposits and
the huge costs of exploration.
Wyatt said that much of the
oil is in very hos*ile terrain
and the time, effort and costs
of finding it, processing it and
transporting it' mean that
governments consumers and
companies are going to have
to develop a strong plan to
carry Canada through
developmental periods aimed
at energy independence.
He said the country has
enough oil and natural gas to
meet domestic needs far into
the future but Canadians
must develop and keep faith
in business and government.
He said Canadians must all
be practical enough to know
what must be done and then
do it immediately.

laying off staff. Sixty-four
"unclassified" workers at
five psychiatric hospitals
have been given notice, four -
Queen's Park staff have been
laid off, the Windsor office of
the Ontario Health Insurance
Plan has been demoted to a
sub -office. Total savings are
estimated at $2 million.
Thirty-one of the 64 laid -off
hospital workers are full-time
and 33 part-time. They in-
clude nurses, food -service
helpers, 'a cook, cleaners,
manual workers, a swit-
chboard operator, a laundry
worker and an occupational
therapist.
The Windsor regional office
of OHIP, which has a staff of
51, will be converted to a sub -
office with a staff of five after
December 31. Twenty-seven
employees have been offered
jobs in London next year, and
the other 19 will be subject to
lay-off.
In a statement to the Royal
Commission on th,E.Northern
Environment, Reed Ltd.
suggested. it will not be able to
go ahead with a plan to
harvest 19,000 square miles
north of Dryden. Unless the
company can make a better
profit than its present
situation suggests, it will not
. be able to proceed with its
proposed mill. (The company
is said to be losing $20 million
this year.)
The Minister of Natural
Resources has told the
Legislature that there is little
hope for this project. The pulp
industry is in trouble
.financially because of world
over -supply and dumping on
the market by Scandinavian
countries. You will recall that
a memorandum of agreement
signed by Reed and the
Government last year would
have given the company
timber rights in a huge tract
of land arid allowed a mill in'
the Red Lake area if the
environmental, social,
cltltural and economic impact
on the North was not found to
be too high . a price to pay .
The Royal Commission was
established as a result of
strong opposition from
ourselves and the NDP to this
controversial memorandum
of agreement.
Following Reed's recent
statement, Liberal Leader
Stuart Smith suggested
possible alternatives were for
another company to build a
mill, with timber rights going
in smaller. parcels to several
companies who would all use
the mill, or permitting
smaller operators to use
existing mills and -or build
small-scale new mills. The
Minister believes it is
unlikely that any new pulp
mill could survive in today's
economic conditions unless it
had access lo all the timber
from the area under study.
