This week at the Legion
4 municipalities will be test area
A new bylaw to put the 26
municipalities in Huron
County in step with the
mandatory regulations of the
Ontario Building Code will be
tested on four municipalities,
the senior county planner
said last week.
Roman Dzus said
municipal councils from
Hensall and the townships of,
Colborne, Grey and Goderich
will be given the first op
, portunity . to express their
opinions on the proposed
bylaw.
He said the four were
chosen because their reeves
are members of the county
planning board sub-
committee which drew up the
bylaw at a meeting Monday.
While the Ontario Building
Code was established in 1975,
up to two-thirds of the
municipalities in Huron
County are not enforcing the

Dzus has been openly
critical of this for months and
he reiterated - his views last
week when he said the
proposed bylaw could keep
the municipalities from being
sued.
The Ontario code, he said,
sets down regulations
builders must follow for
safety and -fire regulations as
well as standards to ensure a .
building can withstand time
and elements.
The proposed bylaw
outlines the regulations under
the Ontario code and provides
the municipalities with the
power to inspect buildings
and to enforce the, code
t'h'rough the courts.
"Many of them have ap-
proved bylaws but this one we
have is more com-
prehensive," he said.
Dzus said the advantages
would be that all building
code bylaws in the county
would be standard.
The committee he said,
plans to make suggestions on
how to implement the bylaw.
"The questions are should
it be a centrally located
method at the county level or
should it be a decentralized
system at the local level," he
said.
Dzus said it's too early to
tell how many building in-
spectors will be needed to
enforce the regulations or
what qualifications they
should have. He said it may
be possible for several
communities .to get together
to hire a properly qualified
inspector for their area.
"There are substantial
costs and in a period of
spending restraints the
councillors are looking at it
very carefully," he said.
One of the major costs
would be the building in-
spector's salary.
Gary Davidson, a county
"planner, estimated there are
only about six building in-
spectors in the county. He
said some of them work for
more . than one municipality
and their qualifications vary.

The Legion Auditorium was
again the scene of refinement
when the Blue Water Shrine
Club held their annual "ladies
night" dinner and dance last
week.
The gentlemen of the
Shrine Club were splendidly
attired and in contrast with
the beautiful gowns worn by
the ladies, gave color and
brilliance to the auditorium.

president of the Blue Water

Following a cocktail hour, a
delicious roast beef dinner
was served by the ever
zealous Ladies Auxiliary. A
toast to the ladies was
presented by Noble Frank
Play on Pauline Johnson
coming to Blyth Theatre
Pauline Johnson, a woman information, phone the Blyth
who was half Indian, half
English, was one of Canada's
most respected poets. She
was also a professional
performer, travelling around
the country to give recitals of
her work.
The play, "Pauline
Johnson," which features
Pauline Carey and .Philip
Shepherd, presents the work
and life of this famous
Canadian poet. The play ,has
toured •extensively
throughout Ontario, and :has
been extremely popular with
high school audiences.
However, the programme's
appeal is not restricted to one
particular age group.
Audiences of all ages and
interests have responded
enthusiastically to Carey and
Shepherd's compelling
performance.

Pub night popular
Many Clinton area and
Vanastra people had their
first experience with the
Canadian version of a British
Pub last Friday when the
Vanastra Lions held London
Bobby night at the Sandpiper
Inn.
According to Lions member
Howey Langan about 150
people came out for the night
and he said, "Everybody had
a great time," and $200 was
made.
Although the club was
hoping for a turnout of 250
people, this did not deter from
an enjoyable evening com-
plete with fish and chips and
British entertainment.
Robert Smith, billed as the
"London Bobby" put. on the
show and Langan noted that
he was his usual great self.
Along with that the pu,b.
night was completed with a
special LLBO license and fish
and chips from H. Salt in
Stratford.
The proceeds from the
event will go towards welfare
along with the Scouts, Guides
and the Vanastra Resource
Centre,
The Vanastra Lions will
soon be planning Christmas
projects and fund raising
events.
Cow causes car to -flip
James Keith Mason, 24 and
Suzanne Mahon, 21, both of
Trenton, Michigan escaped
with minor injuries Sunday
evening after the 1977 Toyota
they were travelling in rolled
over following a near collision
with a cattle beast.
The Mason's were
travelling east on County
Road 13 just east of Highway
21 when a cattle beast came
on the road from the south
ditch. In order to avoid the
animal, Mason swerved and
his car came to rest on its
right side. Mason was
travelling at the required
speed limit and it was dark
when the accident occurred.
Damage was set at $800.
Constable Bill Wilson of the
Goderich OPP noted that both
the driver and -,..the passenger
were wearing seatbelts.
Over $1,300 in damages to
two cars were sustained on
Monday, October 24 following
an accident on Victoria Street
in Clinton.
The Clinton Police reported
that a car driven by David
Shea, 18, of 42 Victoria Street,
Vanastra and a car driven by
Viola Hohner, 56, 343 Victoria
Street, Clinton met in
collision while the Hohner car
was stationary on the west
side of Victoria Street, facing
south and indicating a turn
into 343. The Shea vehicle was
travelling south and collided
with the right rear of the
Hohner vehicle. Shea was
charged with careless
driving.
A 1977 station wagon was
recovered in Goderich two
days after 'it had been
reported stolen to the Clinton
police by Mrs. Owen Delve,
147 Huron Street, Clinton.
On Saturday, October 29 it
was reported that during the
night someone had stolen the
station wagon. It was noted
that the car was left unlocked
but the keys had been
removed. It was likely that
the car had been started by
•
crossing the wires.
The car was found on
October 31 with no damages
reported.
Approximately $175 worth
of hubcaps were stolen from a
car owned by David Frazer,
343 Victoria Street sometime
Monday night.
The hubcaps were taken
from Frazer's 1977 Cadillac
at his home.
Also on October 31, Kyle
Harrison reported that
someone has ,stolen the
hubcaps from his 1.977 Monte
Carlo at his Albert Street
home. The hubcaps were
valued at $100.
Over the past weekend, a
battery was stolen from a
CNR truck parked at the C
railway work shed. Employee '♦
Clem Desjardine went to
work on Monday morning to
find the battery, valued at
$60, had been cut out.
Another minor theft oc-
curred at the Radiant Life
Centre, 57 Albert Street,
Clinton on Friday, October 28.
Owner Hilda Munnings
reported that someone had
taken the two speakers that
were on a board outside the
front door of the downtown
store. The wires were left
hanging.
