system. Initial costs of about $70,000 for
establishing the system, including new
radios, monitors and radio towers would
cost the large municipalities of Goderich
*xeter and Wingham up to $14,700 each,
while Clinton and Seaforth would pay up
to $12,950 each. But the provincial grants
would cover about 75 per cent of each
municipality's share. Fraser said that
Huron County could move up on the list
for grant eligibility because a feasibility
study had already been carried out.
K,
The change would mean hiring rive
additional staff. The five chiefs would
come together to choose or hire
dispatchers and lay out rules_ and
regulations. Fraser suggested that all
communities share in the cost of mon-
thly telephone charges, staff salaries
and common radio equipment like
towers and that the individual com-
munities would be responsible only for
the radio equipment utilized directly by
that Force. He said initial purchase
should be done centrally to take ad-
vantage of bulk purchase discounts:

Harold finds mayor's job full time task
by Shelley McPhee
One fall day in 1967 Ernie Brown went
out to' the new H. Lobb and Sons farm
equipment business on the Bayfield
Road and asked Harold Lobb to run for
council.
"He stayed half a day," laughed
Harold, "I really wasn't interested in
running but finally said yes."
Despite Harold's reluctance to run for
councillor, he has been involved in
Clinton politics for the past 10. years and
last March,he was elected Mayor.
"The people wanted somebody with
experience," Harold modestly ex-
plained, "and I "wanted to be Mayor
sine I was on council for so long." --traveller since he has been to England
Harold hays taken on the position as
Mayor of Clinton with a keen interest
and spends almost 95 percent of his time
working for the municipality.
"It takes a lot of time, but I'm at the
age where I can spend the time at it," he
explained.
Spending many hours working with
the community has not taken its toll on
Harold's business. With the help of his
oldest son and partner Fred Lobb, and
two other sons Joe and Burt, the
dealership for Case and New Holland
farm equipment has flourished.
"My family's always taken a great
deal of pride in my business even in
earlier years when the going was tough.
With the help of my family it's made the
business as big as it is," Harold noted.

He is also concerned with the future of

Stanley, Bayfield form fire area
Following minor changes in the
agreement, it is likely that Stanley
Township will form a fire area with the
village of Bayfield and part of 'Goderich
Township.
At Stanley's regular council meeting
on Monday, October 3 the plan was
discussed and it was noted that the new
fire area will be on the same basis as the
agreement with Tuckersmith, Hullett,
Goderich Township and Clinton..
The cost of the new fire area assessed
in Stanley has been set at $1 million
dollars but Clerk Mel Graham said that
he was unsure how much the new fire
area will actually cost the township.
Previously Bayfield was under a
private fire agreement.
In other business the council agreed

Clerk Graham noted that this will help
to make up for lost revenue that the
municipality puts into services but noted
that the resolution won't have much
effect on Stanley.
Trapping is now allowed on township
property, though permission from the
Ministry of Natural Resources.
While trappers may hunt along the

'permission from property owners to use
their land.
Council accepted tile drainage loans
for $9,000 and issued debentures on
certain tile drainage lands for $60,000.
Clerk Graham also noted that council
is now starting to have private meetings
with George Penfold to discuss the
township's secondary plan.
After the meetings are completed a
paper will be made up and public
meetings will be held to discuss it.

was lots of room for displays."
He went on to say, "I think in Clinton,
the reason we're gone ahead, is the
attitudes of the people. They're great,
wprkers. The service clubs are terrific."
And what has made Harold go ahead?
"I've been a busy person for a good
many years, my wife has raised six
children and has helped me tremen-
dously through these years," he ex-
plained about Carolyn, better known as
Carrie, his wife of 39 years.
The interview is finished, and Harold's'

problems and praises of the community.
The future of the town hall, the weather
and crop losses, the repairs to the new
grandstand and the importance of the
townspeople, the various clubs and
organizations are on his mind.
But Harold remarked, "I've seen
years like this before and I think our
area here is one of the best in Canada."
\\
"I think Clinton has moved ahead a long way over the years," noted,Mayor
Harold Lobb. His comment was made after seeing the municipality change and
grow after living in the area for the past 62 years. Mayor Lobb has not only been
involved in town council, but along with his farm machinery business, he has
served on county council for seven years and also on school boards. (News -
