Armand Maness, who acted as spokesman, delivered the petition which „regrets the lack of action taken by council to callmeetings of a committee which was ap- pointed last year to work with the councillors on a proclaimed heritage area within the village. Maness stated that the interested people feel that many things can be done by having meetings and trying for input from all the sectors in the village, He noted that a study should be .done -regarding rezoning by-laws to see if funds are available through Heritage Canada for this. Maness pointed out that everything possible should be done to maintain the village's character and he• urged council to ,.activate a com- mittee at once to deal with this. Reeve Ed Oddleifson agreed to call a meeting in. September and explained part of the problem was the adoption of an official plan. He' noted that Main Street and the area around Clan Gregor Square has already been designated ,as a heritage area. A "vote no" committee has been formed and will lobby against an October 12 plebiscite asking for a liquor lounge in the Albion Hotel in Bayfield. Dr. Shepherd asked council for clarification of a liquor lounge and informed council of the committee. The Albion Hotel now has a dining lounge which allows liquor to he served only with a meal. However, a liquor lounge would not require customers to have a meal. Some 30 citizens attended the council meeting and expressed complaints that cars are using Tuyll Street as a drag strip. The safety of the pedestrians is a concern here. The problem of barking dogs, day and night especially, in the Howard Street area rand the Tuyll Street area was also brought up. Besides the verbal complaints about the dogs, a letter was also received from a concerned citizen. Complaints regarding the. noise and vehicle parking on Louisa Street were also heard by the council. It was suggested to council to discuss with the Depart- ment of Highways, changing the speed limit on Highway 21 within the village limits from 50 and 40 mph to 30 mph or 50 km -h. In other business, council reported that part of the Wintario grant for the new library has been received and the landscaping will be completed by the end of September.
