The' -Liberals moved last fall to set up a Provincial Anti -Inflation Board to deal with the Public Sector iia Ontario, but the i P eppused the iitotion . As a restilt the Provincial and Municipal workers were placed under the control of the Federal Anti -Inflation Board. The Liberal Party still believes there should be a Provincial Board but in- dicated in the Debate pf this •Emergency Legislatiob that it was too late to set one up now, as 82:673 Ontario workers halve already been affected by the MB decisions as of Junes, 1976 and a great any mole had been affected since then which are not tabulated yet. Of those 55,290 are in the Public Sector and the reminder obviously in the Private sector. The AIB has made decisions on 987 cases as of June 25th, 1976 of which 186 are Ontario Public service and 119 Ontario private sectdr. In other words about one third of the decisions invOlva Ontario workers. The Leader of the Liberal Party, Dr. Stuart Smith. during the debate went on to say that the Federal A.I.B. has built up a whole backlog of jurisprudence. They have built up the experience, they have trained the staff. They have gained the experience that is necessary. Dr. Smith went on -to say that it does. not seem .reasonable that we should now duplicate all that, start all over again in Ontario, retrain everyone here. have them go through all the learning, process and duplicate the whole bureaucracy at the Ontario level at this point. It .was a good idea last fall when the Federal A.I.B. was first established but it was too late now and as a result the Liberal Party supported this legislation made necessary when the Supreme Court of Canada rejected Ontario's .entry into the program with an Order -In -Council last January. The NDP opposed the Bill becau a it opposes the Anti - Inflation policy. There was lengthy debate on the bili but it received third reading and was proclaimed by late af- ternoon on Thursday. The House wit be recessed for the summer, months until called back this fall by the Lieutenant Governor or earlier if another emergency arises. such as Legislative approval to close hospitals, if the Court of Appeal rules that the Provincial Government acted illegally in closing Clinton. Durham, Chesley and Doctors' Hospital in Toronto However. the closing of Doctors' Hospital is being reconsidered by the Minister of Health Frank Miller. Mr. Miller announced in the Legislature this week that the Ontario Council of Health, ill take a fresh look at wkether Doctors' Hospital should close. The move has been seen by some as preparation by the Government for a fall Qr winter election precipitated by the hospital closing issue. M.r. Miller indicated that if the Gover- nment loses lis • appeal, he wants to introducewhatever legislation is necessary to enable the Government to close the three other hospitals that had remained opened in Durham. Chesley and Clin- ton. Both Opposition Parties have said repeatedly that they will oppose legislation to allow the closing of these hospitals. Liberal LeOleg Stuart Smith said that he feels the Government has managed to get aside the thorny issue of Doctors' Hospital thus avoiding the loss of Toronto's ethnic vote and is preparing to fight an election on the closing of the other three. It is my opinion that Doctors' Hospital will be finally rescued by the newly announced study but I believe that if Doctors' Hospital is saved the Government will not be able to avoid similar studies in the areas where the other three hospitals are to be closed. I can- see no practical impediments to a Province - wide study. • Mr. Miller indicated while the Province mayeventually do similar studies elsewhere none will be done in time to save the three small hospitals. The Minister of Health's intention is to close them and he said himself that Clinton RACE t • Pace - CHIEF YOUNG J D RELCO HARLO CHAMP WIDOWER'S TUX MISS LEPAGE WATCHER'S PRIDE JAY'S CONNIE A-E ARDA DREAM FAMOUS LOIIELL RACE 2 - Pace JIVA RICK WAVA JUNE WING HEEL • ROYAL•GEORGE DORA FRISCO EASTERN JODY ABIDE N AE CHASE OF FAME SKIPPY MAC GORDON RACE 1- Pace MANITOBA SONG UNDECIDED NOW CATHY'S HAT AIRBORN RON ToP GENE TRUE PERSONALITY KEYSTONE HARTREE AE REGGIE FORD LYNDEN SQUIRE RACE 4 - ice GRATEFULE DANDE ARICHAT BAY SARONG LOBELL MERRYWOOD MITE DISQUALIFIED MISS WILMiNGUN ELIGHT RICHELIEU AE TIMBERINA HY KERR'S BOY . Pending the decision of the Court ofAppeal, f believe that the Minister will have to give the same considerationto the other hospitals which ap- pealed the closings in the first place or come to the Legislature for approval to close the hospitals. The Opposition Parties have said repeatedly that they will oppose legislation to allow the closing of these hospitals and this of course could be con- sidered as a vote of non confidence by the Premier which would lead to an election possibly this fall. A select committee of the Ontario Legislature htti been ,established to review Ombudsman Arthur Maloney's report on provincial government land acquisition in North Pickering. The report was presented to the Legislature by Mr. Maloney after talks between the Ombudsman and Premier William Davis failed to produce any agreement. It is the first time an Ombud- sman's report has reached the House, which is the final stal3e provided for in the legislation that created the office of Ombudstan. The proposal of a select committee of eight members from all three parties, under the chairmanship of James Renwick (NDP Riverdale), was passed unanimously. There are three NDP, three Conservative and two Liberal members on the committee. Entries Parse 5155 C Young E Mathers H Gtbbings R. McLean M. Vanlanduyt R Rundle J McComb K Houston L.
