Goderich township council
altered a tree planting
program they are involved in
with the Ministry of Natural
Resources putting a little
more financial responsibility
on the land owner taking part
in the program.
Council met with a
spokesrnan from Natural
Resources and looked . at
several points to be ,con-
sidered in the tree planting
algreements. They decided to
continue the same cost
sharing structure now in use
but on January 1, 1977 7 will
shift one quarter of the ex-
pense to the land owner
directly.
The system reta'ned Tor
this year calls' -for the county
to pay half the costs and the
township to pay half under an
existing county bylaw. In 1977
the owner having the planting
done will be responsible to the
township for 25 percent of the
costs and the other 25 percent
will be paid from the general
funds of the township. Next
year no application for tree
planting will be accepted
after August 31 for the
following year. No ap-
plications with one owner will
be considered if it is for less
than 2.000 trees and no ap-
{ lieation from one owner or
any combination of owners
will be accepted for more
than 15.000 trees in one year.
Applications will also be
taken on a first come first
serve basis.
Township clerk Robin
Thompson said the changes in
the treq planting program
were prompted by an
unusually larOe cost the
township faced last year to
plant trees on private land.
The costs to the township for
.residents taking part in the
plan were 81.200 which
council felt was too much to
be paid out of the general
taxes.
Council felt that if a Ian -
downer wanted to plant trees
on his or her property they
should be prepared to pay
some of the costs. They felt
that the general tax fund
should not be used to sub-
sidize private landowners.
Mr. Thompson said that the
$1.200 was the highest in the
county for the year and ad-
mitted that those costs may
never occur again but added
that if they do the taxpayers
will not have to chip in quite
so much. A natural resources
spokesman said that the
planting program resulted in
12 projects in five townships
'involving about 65.000 trees
last year The costs for the
planting vary according to
the methods used. If the
planting has to be done by
hand the costs are $50 per
acre The land usually used
for the planting projects is
non agricultural land that is
wet. gravelly orsteep.
Mr Thompson said the
county bylaw merely
stipulates the cost sharing, it
does not specify how the
township raises their portion
of the costs.
