At this time, Bayfield was still an in- corporated village and the above vote was taken to indicate that the municipality wanted its own hydro distribution system to be operated by people in the village and to be supplied power at cost from the Ontario Hydro Organization. However, costs were found to be high, and no action to im- plement the above decision was taken. - A further news item dated Dec. 3, 1923 reads: "A Public meeting was held in Bayfield Town Hall. Members of Goderich and Stanley Township Councils were present. Mr. J.E. Hartwell, clerk iaf Stanley Township, presided. Some time ago petitions were circulated and a sufficient number of signatures obtained to get hydro to have the streets lighted. Attendance at the meeting was good. It was decided to install street tights as soon as possible." A further investigation into the cost of owning and operating its hydro system was made. It still proved to be high and the residents felt that they could not afford this expense. Bayfield residents were in great disagreement over the advantages of bringing hydro into Bayfield by means of disincorporation - but "the deed was done" in 1927. A line was built from Clinton and street lights and power supplied in 1928.
