DECISION
Ottawa, ' February 27-1976
The Canadian Radio -Television Commission announces
the following decision effective forthwith.
Decision CRTC 76-113
GODERICH, CLINTON AND, HOLMESVILLE,
ONTARIO 740263900 • 751230400
Bluewater TV Cable Limited
Application to amend its cable television broadcasting
licence for Goderich, Clinton and Holmesville. Ontario as
follows:
FEES
Present maximum fees Proposed maximum fees
Installation fee 510.00 510.00
Monthly fee
5 5.00 5 6.50
The above are maximum fees; however the applicant has
or proposes special fees and these are detailed in the
application.
SERVICE ON CHANNELS 2 to 13
to add the reception and distribution of CICO -TV -28
Kitchener, Ontario on channel 6;
to change the distribution channel of CFCA-FM Kit-
chener. Ontario and local originations from channel 6 to
channel 12.
Decision: APPROVED IN PART
The applicant proposed, to increase its iponthly subscriber
fee from 55.00 to S6.50. The Commission APPROVES an
increase to a maximum of 55.75. The Commission con
siders this amount sufficient to permit the licensee to
provide an adequate service to its subscribers.
In Decision CRTC 75-227 on a previous application for a
rate increase by this licensee, the Commission indicated
that it was not willing to grant such an increase until
significant improvements hadbeen made to the licensee's
technical facilities. The Commission has reviewed the
technical facilities of this system and is Satisfied that the
service provided is adequate under the circumstances,
given the distance of the system from. the originating
stations and other interference factors over which the
licensee has no control.
The Commisscsin APPROVES the reception and
distribution of CICO -TV 28 Kitchener, Ontario. The
licensee proposed to distribute CICO -TV -28 on channel -d.,...,:
As stated in a number of decisions, however. the Corn-
missidn considers that. wherever technically feasible, the
prog.rammin'g of OE CA should be distributetibil .a unitM' n
channel by cable television undertakings in order . to
facilitate identification. The .licensee must: 'therefore.
distribute CICO TV 28` on channel 2 and advise the
Commission of the channel On which it proposes "to
distribute WJBK•TV Detroit, Michigan, now distributed
on channel 2.
The applicaJ on to discontinue the distribution of coni
munity programming and CFCA FM Kitchener. Ontario
on channel 6 is APPROVED. The proposed distribution of
cemmunity prograinining on channel 12 is also AP
PROVED. However. consistent with the Commission's
Cable Television policies and to the Regulations which
will come into effect April 1, 1076, the distribution of
CFCA FM on channel 12 is DENIED.
