Carroll seeks
Paul Carroll of Goderich has
announced that when the
Riding's New Democratic
Party members nominate
someone to take to the
provincial election campaign
trail, he'll be ready to accept
' the challenge.
Mr. Carroll is the second
NDP in the Riding to declare
his intentions to be candidate at
the nomination meeting. Philip
Walker, a 40 -year-old
businessman from Grand
Bend, announced earlier this
month he would seek support as
a candidate for the provincial
contest this year.
A former Godericheve,
.Paul Carroll is not new to the
trustings in this. Riding, He was
the NDP candidate in 1971 and
again in the by-election two
years ago when the present
member, Liberal Jack Riddell
was elected.
In his prepared press release,
Mr. Carroll had this to say:
"The Davis Government has
categorically failed to meet -the
needs of Ontario citizens. Its
1971 mandate has been
exhausted. As the Official
Opposition, the Nixon Liberals
have failed to lead the
Legislature in proposing
constructive alternatives to
present Government
programmes.
"In the same four-year
period, I believe that Ontario
New Democrats have provided
the real leadership for change
in Ontario --- not in terms of
new, radical, and reactionary
policies, but, rather in terms of
reasonable, conservative, and
rational statements - uttered
onstructively and with the
nomination
confidence of being able to
remedy at least, if not solve
some of the current social and
economic ills.

Amendments to the Farm
Credit Act increasing the funds
available for farm loans and
raising the ceiling on loans to
young .farmers became law
today.
Agriculture Minister Eugene
Whelan said the changes give
the ,Farm Credit Corporation
the flexibility and the funds to
do a much better job for the
Canadian agriculture industry.,
Most of the changes pertain
to young farmers and are
aimed at helping persons under
35 years of age to get into
farming.
"The former loan ceiling of
$100,000 was too low for young
farmers. The new $150,000 limit
is more realistic for the costs
faced today by young persons
establishing an adequate farm
business," Mr. Whelan said.
Another change will allow
young persons whose principal,
occupation is not farming to
phase into farming over a
period of up to five years.
Previously, thecorporation
could only lend to those prin-
cipally occupied in farming.
Young farmers will also
benefit from a new provision
giving the FCC more discretion
in equity requirements. The
corporation formerly could
lend up to 90 percent of the
productive value of land,
livestock and equipment to
young borrowers who had
demonstrated above-average
efficiency. Now a young farmer
who is a competent manager
and shows satisfactory
been fruitful, the opportunity
for presenting a sound alter-
native has been successfully
undertaken. I am prepared to
continue that effort with all the
conviction of my
beliefs."

You can help make sure
your drinking water's safe

More than half of Ontario's
boundary abuts onto enormous
amounts of potentially drinkable
water, including four of the five
Great Lakes.
That quantity constitutes a vast
natural resource. But what of the
quality -of this province's water
supply — is the stuff fit to drink?
Well, if you're on the public water
system, what comes out of your
kitchen or bathroom taps has been
through a pretty rigorous filtration
and purification process. Even so —
and keeping in mind a variation of
the old adage about many a "slip
'twixt cup and Hp" — local health
units are constantly checking the
final product to see that high stan-
dards of water purity are upheld.
Dr. Joseph Burkholder, the Nia-
gara Region's medical officer of
health, says that sometimes per-
fectly good water entering the
distribution system can get impuri-
ties in it somewhere along the pipe -
"(lines, although that's a pretty rare
occurrence.
But just to make sure, local health
units take monthly random samples
of cold water straight from the tap.

ing in the home. This is then placed

and sent to the lab for testing. If the
tests reveal a coliform -bacteria
count, the medical officer of health's
team immediately goes into action

"Second -mortgage financing
will be a, big help to many
farmers," Mr. Whelan said.
"If a farmer has a mortgage
with a favourable interest rate
and repayment terms, he
doesn't have to give it litp to get
additional money for capital
expansion. The Corporation
can lend to him on a second or
.subsequent mortgage."
Another amendment in-
creases the Corporation's
capital to $100 million from its
former $66 million. That means
the FCC can borrow up to $2.5
billion from the federal
treasury, an increase of $850
million over the former
maximum.
The Minister stressed the
importance of adequate credit
for the agriculture industry.
"Inflation has hit hard at the
things farmers need to produce
food — land, building
materials, seed, fertilizer,
animal feeds, machinery and
fuel. We must make sure that
money is available to carry on
farming enterprises and to
encourage young persons to
take up farming," Mr. Whelan
said.

can spread such diseases 'as polio,
typhoid, hepatitis and dysentery.
Dr. Burkholder advises those with
private water supplies to take extra
precautions. Summer cottagers, for
example, should not assume that the
water in that idyllic lake is neces-
sarily pure. When in doubt about
the water, boil it. You can also• do
your own purifying by adding two
drops of household bleach (which
contains chlorine) to each quart of
water, and waiting 20 minutes be-
fore drinking. Perhaps the safest
solution of all, says Dr. Burkholder,
is to take bottled water with you
when you go to the cottage. This
water, he points out, doesn't have
to be the increasingly popular
"spring water" sold in stores; but
simply water from the tap at home.
In this connection, Burkholder
says, the trend towards •drinking
bottled "purified" or distilled water
may be self-defeating, because even
though the chemical content of our
public water supply must be moni-
tored to ensure that it doesn't con-
tain dangerous levels of, asbestos,
say, or mercury, we do need some
of the so-called trace elements in
the watgr we drink.
Unlike the Ancient Mariner who
complained "water, water every-
where -- and not a drop to drink,"
Ontario has possibly more drinkable
water than just about anywhere else.
And engineers, health workers —
and you — can ensure that what we
drink is as pure as it should he.
