The - bill will require com-ti es, municipalities and • vernment ministries or fes to prepare such an essmentbefore projects are •ved, and_.the Environ-. - t Ministry will then either • ve the project, suggest ges or refer the matter to ..environmental board for ubltc hearings. This • islation will initially apply ly to government projects, ut.. after "a couple of earings" will apply to unicipalltles and private • mpanies. 'The Minister ro- cated that • it is not the in- tention at this time to pay expenses for those appearing before the board, and told the Fuse that the Government, not the board, must have the final decision on which projects go ahead and what . pollution control measures are required. This legislation will disband the eight -member environmental hearing board, and substitute a new environmental assessment board with at least five members appginted by the • vernment. Under the new law, the nistry can force installation f the •right anti -pollution easures before • a project is Bowed, and a major project, •. mingwithin the scope of the ew legislation, is described as y plant "that has an effluent ischarge; either in air or ater, any company that has • erous emissions." Libe: al leader Robert Nixon • cribed the legislation as 'very important and very onstructive". He said the asing-in process "sounds like ..litical grand -standing" but e law will have "considerable mpact." Among the members of the : islature who have made speeches during the Debate on the, Speech from the Throne, Liberal Ed Good of Waterloo North spoke at some length about Regional Government. He mentioned, in particular, that there is great distrust and concern in the province about these Regional Governments, and pointed out that the fun- ction of government in a democratic society is to serve people - that this has always been done on a tri -level basis, the ,municipal level being the most accessible to the people in many respects. The Mayor of Mississauga has stated that because municipal councillors are • CLINTON CROP IM- PROVEME) a required to sit on two councils, the local and the regional, this immediately puts the in- dividual in a position of con- flict. On Regional Government By Jerk Riddell, Murton MPP • The County Crop Improvement Association will be investigating updating corn planters and planting at a special clinic this month. They -plan to consult several specialists on corn population, disease and planting procedures in an effort to keep farmers in the area familiar with this year's innovations in corn production. Pat Lynch, an area soils and crops specialist will discuss planting depth, plant population and corn rootworm at the outset of the one night clinic: TrT C ' E4te.—. -•-, yy.t..-:- agricultural representative Mike Miller will offer com- ments on planting speeds, . fertilizer placement and points of wear on planters and two planter equipment dealers will discuss old and new planter settings, calibrating and maintenance. The clinic will be held at the Annex Building in the Stratford Fair Grounds on April 10 beginning at eight in the evening. • the councillor is constantly being told. by the Regional Chairman that he must think in terms of the region, yet how can he vote on the local issue of I his 'own municipality when the regional . point-.oI ylew iscone Crary to the local position?- Another major ' problem is that some of the regions 'en- compass too large an area, and some of these regions' bear no relationship either in function' or form to other areas of the regign. We.-hive ."a •.situation where regional councillors are making decisions affecting people whom they do not know, while realising that they cannot be removed from office by election: 'rids is a serious un- dermining of one hof the basic democratic :j -Principles . - - . elected people must be ac= • countable for their decisions, 'and directly—accountable to the eop1e f fors - whom they are making decisions. • I must say I am in complete -agreement- - - with - ... these.•, criticisms by my colleague, and I • think the Government must 'seriously reconsider its position on Regional Gover- nemnt.
