Of great concern to the
people of Ontario today is the
,Provincial Government plans
for the expansion of Ontario
Hydro transmission lines
throughout the Province. It was
back on July 11, 1974, that the
former Minister of Eriergy,
Darcy McKeough outlined the
plans of the government and of
the Hydro Corporation with
respect to the generation of
electricity and its distribution;
Ontario Hydro's goal is for
the construction of nine new
nuclear power stations by 1993
at a cost of more than $105
billion. The plans call for two
thirds of the Province energy
needs to be supplied by nuclear
power within 20 years.
The five projects approved
for construction in July were;
construction of a 2,000
megawatt oil fired generating
station at Wesleyville in Hope
Township, a second nuclear
station at Pickering and two
heavy water plants for the
Bruce nuclear generating
plant. This would involve a
total investment in excess of
$2.6 million.
The major transmission
corridors that were chosen
were a 500 KV transmission line
from the Middleport Tran-
sformer station, near Nan-
ticoke, to the Cherrywood
Transformer station, near
Pickering, at an estimated cost
of $360 tnillion and a 500 KV line
from Bradley Junction to
Orangeville through the
Limehouse crossing south to
Milton and the Toronto area.
In the eastern part of the
Province, along Lake Ontario,
Commonwealth Associates
Incorporated, an independent
organization has studied the
route for a transmission
corridor between the Pickering
and Lennox generating
stations. Their findings are now
being reviewed by the Solandt
Commission, a commission
established by the Government
to discuss the matter with
Hydro, the public and in-
terested groups and make
recommendations.
In addition to this Govern-
ment approved program,
Ontario Hydro has plans for a
second 500 KV corridor to join
the Bruce complex to the
Toronto area, and has ex-
pressed the need to supply 500
KV power -to the London and
Kitchener areas by 1980. The
supply of 500 KV power to
Kitchener formed part of the
Bradley to Georgetown
Environmental Study released
by Ontario Hydro in January
1975.
These projects comprise
Ontario Hydro's expansion
program from 1977 to 1982.
Included with the statement
of July 11, was a report by
Ontario Hydro entitled "Long
Range Planning of the Electric
Power System". This report is
to form the basis for the ex-
pansion program of Ontario
Hydro from 1982 to 1993. The
date for public hearings into
these plans have not yet been
announced but are to begin
later this year. At these
hearings, Hydro plans to
present for discussion, a range
of possible long term power
growth rates ranging between
four and 10 percent per annum.
While the Nanticoke to
Pickering- transmission
corridorcorridor was extensively
studied by Bruce Howlett .
Incorporated, an independent
organization whose findings
were reviewed by the Solandt
Commission; this was not the

The decision of the Provincial
Government to expand
facilities at the Bruce Nuclear
Power Plant, to provide hydro-
electric power to the Toronto
area will incur capital costs of
many millions of dollars, and
will necessitate numerous
heavier transmission lines
across the prime agricultural
and scenic areas of South
Western Ontario. The en-
vironmental report for the
Bradley to Georgetown route
was released by Ontario Hydro
last January. On this case,
however, Ontario Hydro has
been permitted to do their own
study without the benefit of an
independent group and without
independent public hearings.
"While the "Northern"
security route from the Brice
Station to Milton has been
approved, the approval of the
second or "Southern" 500 KV
corridor to carry power from
the Bruce Station to Kitchener
is being withheld pending
review of Hydro's long-range
plans.

greatly concerned and have
raised serious objections to the,
fact that Ontario Hydro has

done their study in the absence
of independent consultants or
public hearings. Any route
selected by Hydro will greatly
alter the lives of the people
affected. Yet the manner in
which this route was chosen is
unresponsive to the needs of the
people.
Throughout the Bradley to
Georgetown route hearings
conducted by Ontario Hydro,
the view continually ,expressed
by them was Iliat. the tri,
emission lines.were being built,.
to service the local area and
provide power specifically to
the Kitchener area Ywhlch is the
closest major ;load centre,
Hydro has further stated that
by 1585, 2,800 megawatts of
power would be required in the
Kitchener area from the Bruce
Generatilg station and 5,600
megawatts by 1995. However,
the present projected "nor-
thern", Bruce line make no
effort to approach the closest
load. centre. Kitchener is left
visith at new supply and the

The first logical thing to do,,
' therefore would be to complete
the power line to Kitchener and
then to Toronto. The route
should be studied by an in-
dependent group and through
public hearings. After this first
priority , decision has been
made, the long range planning
can be decided through public
hearings.
Hydro's long range plans
have, not been publicly
discus$ed, but their arguments
at the 'Solandt Commistion
hearings point to approval of a
baclzground program to
establish. generating stations
around the Western perimeter
of the Province, It seems that
Hydro has made their long
range plans, held superficial
hearings, merely going through
the motions of public par-
ticipation and then simply
proceeded to do what it had
intended to do from the outset.
Obviously Hydro has assumed
that their long range plans are
going to be approved. The
Bradley to Georgetown
"northern" route is . inap-
propriate and illogical alince the.
primary market for the Bruce
power should be the Kitchener,
Waterloo area.
Further, Ontario Hydro has
not substantiated their con-
tention that the route recom-
mended for the Niagara
Escarpment crossing by the
neutral and highly expert
environmental consultants of
Bruce Howlett is unacceptable.
