Hay Council.
The Municipal Council of Hay
met pursuant to statute, on Monday,
January 18th. After making and
subscribing the declarations of quali-
fication and office, the new council
became organized, and took their
seats at the Council Board with Sam-
uel Rennie, Esq., Reeve ; H. Hey -
rock, A. McEwen and D. Surerus,
Councillors.
On motion the following appoint•
ments were made :—S. Foster, Clerk;
R. R. Johnston, lst Auditor, D. 8.
Faust, 2nd Auditor ; M. Zeller,
Treasurer ; 3. Bonthorn, Assessor ;
H. Lipphardt, Collector ; and Mre.

whip to Conservative members of
Parliament to be present to partici-
pate in divisions to take place to..

Sir. 111,tollael H.iOki Beach gave
notice in the House of Commons this
afteruoou that the Government would
introduce on Thursday a Bill to sup -
prase the Irish National League and
other dangerous societies, to prevent
iutimidation,protect life and property,
and maintain public order in Ireland.
(Loud cheers.) Sir Michael said he
would ask the House to give a Bill
precedence. He r added that this
measure should be followed by a Bill
dealing with the Irish land question
on the lines of policy indicated by the
Land Purchase Act of last session.
The uotico given by the Conserva-
tive leader of the Government's
intention to introduce a bill to sur -
press the National League was greet–
ed by the Parnellite members with
cries of "Cowards !" "Shame !" and
with ironical laughter, the uproar
continuing foe several minutes.
Mr. Parnell moved that the debate
on the address in reply to the speech
from the throne have precedence over
the Bill to Suppress the National
League, of which Sir Michael Hicks
Beach gave notice.
This motion was strongly opposed
by Sir Michael, and Mr. Parnell,
later, withdrew.
Mr. Collings moved his amendment
to the address ou the subject of allot-
meat.
Mr. Collings' amendment, although
strongly supported by Mr. Gladstone,
was opposed by the Marquis of
Hartington.
Sir Michael Hicks -Beach said that
the Goverument would willingly
accept the dhcisiou of the House, as
tbey had assumed office with reluct–
ance and would resign without regret.
The amendment was adopted by a
vote of 329 to 250, the Goverument
thus being defeated.

I had to wait for "some weeks without
having au opportunity to communi-
cate with the colonial secretary, the
prime minister and others whom I
wished to see. When I did see them
they conveyed at once to me their
regret that they have been so long
absent and intimated to me what of
course I knew too woll, that their
position as a milhi'try was very un•
pertain and future events only could
show whether they could be a min-
istry for long. However, they ex-
pressed the greatest sympathy with
Canada a'3d Canada's interests, the
greatest desire to see her early de•
velopment and their astonishment
and admiration at the great and rapid
progress that had lately been made.
1 don't think I can exaggerate the
wonderful progreee that Canada has
made in public opinion in Euglaud iu
the press and among the people of
all classes whom I met as well as
among the leading statesmen. They
were particularly struck with the
marvelous completion of our great
transcontinental road. It was grati-
fyiug to -find that everywhere and es–
pecially among the ministry of the
day as well as among the leading
statesmen who are out of office they
aro united in the appreciation of
THIS GREAT WORK,
not only as colonial work, but one of
the highest imperial importance.
They all united in sayiug that it
planed England in a much etronger
position than she had occupied for
many years before. They all felt and
in fact recent experience has shown
that the route by the Suez canal bo
India and Australia was an uncertain
one, and in case ib was at war with
an Elaopean nation it (night easily be
blocked and that means of cammunl-
eation with her distant dependencies

in India, Japan, or wherever she
sought to direct her military forces,

occasion to see the military author],

Salisbury down, expressed their
strong desire to aid in the immediate
dovelopoinont of the Canadian Pacific

road, Sir George Stephen, that the
