"A By -Law to levy one-half of one
mill.for the establishment and main-
tenance of a fund for. the support and
aid of the Goderich Blue Water -Band.
WHEREAS the Municiitl Act,
R.S.U. 1937,. Chapter `266, SectionGt5,
Paragraph e5, as .amended by RAS.():
1939, 2rrt1 session, Chapter 6, Section
7, provided that the Municipal Council
of- the* Corporation may, with the
assent of the electors duly qualified to -
vote on --money '-By-Law,s, establish a
fund for the support and aid- of a
civilian baled of music.
AND WHEREAS a petition, as re-
quired by 'the said Act, has been filed
with, .the Clerk and certified by hiin
as to its sufficiency.
`THEREFORE,. the Municipal Coun-
cil bf the .Corporation 'cif the Town
of Goderich cutlets as follows:
1. A fund -shall be provided for the
support and „maintenance of a civil-
iatn 'band of music in the Town - of
Goderich by levying on all the rate-
able property within the Corporation
a special rote of one-half ,of one mill..
2. The sum equal to one-half of one
mill on the total rateable property
within the Mtinicipality shall be pro-
vided for each year by the Council
in its annual estimates.
3. The proceeds •of the sum so provided
for and raised by taxation shall be
handed •to the Board of firectoits of
the Goderich Blne AWater Banti to be
used by- them for the support and aid
• 'of the said Goderich Blue Water
Band and such other Band or Bands
• of music as may be anter the control
and direction 'bf,..wrhe Board of
• Directors of the said Godorich Blue
Water Band.
4. this By-law 'shall not be repealed
"Without the assent of the electors."
The votes for and against the said
Py -law shall be taken on Monday,
December 8th, 1947, at the same time
and _places •as those appointed for takL
ing the votes for the election of the
Municipal Council,
If ..the assent of the electors- is ob-
tained`to-the. By-law, the same shall.be
-taken into eonasideration and passed
after the•expiration of one month from
the date of first publication.
• The By-law to be voted on shall be
first published in The Signal -Star on
November 13th._ 1047.

week had the following news stein
which will be interesting to many- in
this district, the successful young
student's father being.. a well-known
native of Ashfield who was Huron's ""
first "agricultural representative" and
now holds a similar office in Welling-
ton county
Congratulations are due to Steve
Stothers, a -graduate of this year from
the Arthur High School. Three Carter
scholarship 'winners in Wellington
county have been announced. Robert
Slinger of the Guelph •Collegiate Insti-
tute has been awarded $100. The
second prize of $(f0' -has been won by
Steve Stothers -of Arthur and the third
prize of $40 by Ross Winslade of
Mount Forest. Ai•th-ur's Carter scholar-
ship winner is now attending the On-
tario -Agricultural College, of ,p,ic:h
his father, S. B. Stothers, I�,S.A,, is a
graduate. '
The Carter scholarships are annual-
ly awarded in a number of counties to
the three pupils securing the highest
standing on any nine papers in upper -
sehool examinations. As the City of
Guelph is incltaded itt Wellington, the
competition for this coveted honor is
quite keen and it is gratifying to see'
two of the awards this year come to
the northern -part of the county.

Mr. and Mrs, L. C. Gilley and son,
Charles, are moving this week to
Listowel, where Mr. Gridley is to be
employed with .the Zilliax Hardware.
Mr. Gidley, son of Mr. • Oliver H. Gid -
ley and Mrs. Maude Tambling Gidley
Of London, was for a number of years
in the hardware business in London ;.
then served fore• years' overseas in
the war. He came to Goderich two
and a -half- years --ago and has since
been employed at. the Breckenridge
hardware store.. Mrs. Gidley is a
daughter • of Chief of • Police Robert
Wilson and Mrs. Wilson of Palmerston.
