'He was returning from a trip to Florida when he became 111 upon reaching Ham- ilton last Sunday. • Lie was removed' to the• hospital . but failed to rally. He was vice-president of the Rotary Club, Ottawa, and a member of the Scottish rite. IIe was well known in Iluron county. Surviving are his, wife, three daugh- ters, all of Ottawa. A sister, Mrs. Minnie Birks, Toronto, also survives. The remains are being shipped this afternoon to Ottawa. Internationally Known Mr. Elford, internationally known as a poultry authority, was president of the 1927 World Poultry Congress, held in London, England. After his retire- ment as Dominion poultry husbandman in 1937, he was appointed special Coins', missioner loaned by the Canadian Gov- ernment to the United. States for. the World Poultry Congress of 1939. He was director and vice-president of the Central Canada Exhibitiplti. Born in Waterloo county, he was educated at Clinton, and at the Agri- eulturtll College, Guelph. IIe went to Ottawa` in 1903 --to take charge of .f oultry work there, becoming Dominion poultry husbandman in 1912. .He was ctively interested in the Triennial Poultry Congress, attending F. T. Provincial j T 1 Organized to Send Musts-ifeeded • elie1� • TORONTO, April 26.—The ,organiz- titlon of the British flood relief cam- paign sponsored by the Government of Ontario is now well under way. The dates of the collection have been fixed for May 1st to May 15th, and it will cover clothing (including bedding, household linens, curtains, etc.), food and money. A central committee has been set up under the chairmanship of Hon. Rus- sell T. Kelley,.Minister of Health, with Mr. Christie A. McDonald, who organ- ized the collection. of clothing for Europe last Year, as the earecuti(°e direc- tor. Local committees are being set up throughout the Province under the chairmanship of mayors or reeves and with the co-operation of local organiz- ations;. `A11 Province -wide organizations have beeu requested to co-operate as far as possible, notice having been sent to their Provincial secretariesewho ' hae been asked to notify their' con- stituent bodies. Information and sug- gestions are being issued to local colu,- mittees as soon as the central com- mittee is notified of their formation. The initial collection of food and clothing is to be organized through local depots at schools, churches, tire halls, etc., and the public is asked 'to leave their donations at the depots and house-to-house collections during the closing days of the campaign will be organized in many areas.
