The London (England) Railway
Times of the 28rd February contains
an editorial upon the "Canadian's
"Government's Railway Polioy." It
says: "Tho significance of the vote
"" recorded in the Dominion House, of
"" Commons on 'Wednesday can, in a
"" railway and Cantldiau point of view,
"" hardly be over estimated. :" ::*
"" The first effect and the obvious in-
" Citation of the bill is to secure oho
""immediate and absolutely certain
"" completion of the through line of
"" the Canadian Pacific railway, the
".Dominion Government itself ad-
"" saucing Ora money requisite for this
"" otld, and thus relieving the corn-
" pany front the necessity of putting
"" its own e000rities in the market to
"" be played aith by the 'bears' of
"" of Wali street and (lapel Court.
"" The Government, of -course, gets
"" ample security in the usual manner
"" for the advance thus made. But so
"" great are the resources of the cam-
"" pany, and so assured seems to be
"" the progress of the Nrrth-Wont,
"" that none but the Mort fearsome
"" can doubt that the loan will be
"" readily paid off when payment be -
`"comes due, or that the company
"" will then baro its liuo•in the Intent

"" the presi.fent in his address to the
"" shareholders." The Railway Times
also refers to Canada as ""the great
"" oolotsy to whose development. the
"" new trans -continental lino 18 so e8-
"" sential."'
This opinion Doming from such a
source is a rebuke to Mi. Blake and
his narrow•minded followers, who af-
firm that the security is of no value,
a'od that the North-west is making no
progress.

The following telegram was sent
from Ottawa on Saturday Inst to the
American Press :--
"The Grand Trunk and Canadian
Pacific Railroad Companies have ar-
rauged their differences. -The latter
abandons the project to extend the
Credit Valley Railway westward to
St. Clair River. All territory west of
St. Thomas is to be let 10 the Grand
Trunk, which will abandon the effort
to get a share in the control of the
Callender and and Gravenhurst
branch.
Parkhill Gazette—We are too much
gcverned. Our system of government
costa too iauoh. The Ontario Legis-
lature is just now busy with the cou-
sideratiou of Clow to reduce the num•
ber of County Councillors. More
thetrimming of the top! Whyeot get at
the roct of matter and abolish County
Councils altogether l Divide the duties
of the County Councils betwean the
entailer municipalities and theOotario
Government. Let the Government
levy a direct tax upon municipalities
in lieu of the present County rates,
and assume some at least of the
responsibilities of County Councils,
lying some additional responsibilities
to the muooipalities. What. necessity
ie'tliere fur the intervention of County
Councils between tho Outario Legis-
lature and the township, town, and
village councils ? This administration
of justio, and the building et bridges
over large streame, might well be man-
aged by the Ontario Government.
