SHOULD TJIE COUNTRY MAKE
THE RAILWAY OR THE
RAILWAY MAKE THE
COUNTRY ? •
The debate on Mr. Charlton'e Re -1
solutions was pati of the campaign on
the Railway policy, and was next iu
importance to the debate on Mr. Blake's
amendment. This is a question out-
side of politics, and be discussed on its
merits: "Should the cunntry wait till
it is settled and needs a railway, before
it builds a railway, or should the rail-
way be bailt first in order to settle the
country ?" Those who Icnow the coun-
try best say diatinotly"the railway by
all means first, settlement afterwards."
If it wee a country like Ontario, dos -
tined to be rapidly filled up, atld oc-
cupied in hundred acre homesteads,
the question of railways might be loft
to settle itself, but whoever travels over
the interminable plains of the North-
Weet, thinkiug of the wealth locked up
in those plains, will eoou recognize that
rail a ays are as essential to the produc-
tion of that wealth as the inrtchiuery
that sows and reaps the grain. , To ad-
vocate that the plalos should first he
settled befot.e the railways are built, :e
like advocating that they should be
eultivared with spadesinstead of sulky
ploughs. If there was no prospect of
a railway. would there be such a rush
of people into the country ? The rail-
way in eese or posile 18 what is br bueing
the people. We want railways built
because railways will make thio the
greatest country -in the world for pro-
ducing wealth from the soil. Railwaye,
inaohiuery, and capital never had such
an opportunity as these plains afford.
If we can get railways by selliug a por-
tion of our prodigious estate, by all
means let us have the railways-tnese
with the moiety of the estate, over and
above, are quite enough to satisfy all
wlfo have any sort of idea what that
moiety ie. It is assumed that the
moiety that goes into the bands of the
emulators is lost to the country ; not
a6 all. North Western land capital
after a time will be ruinous to hold as
dead stook, it must fructify, that is to
say, it must bo farmed wholesale or re-
tail. The wholesale method being
most in keeping with the circumstances
of the country, we need not be alarm-
ed to see it prevail. - :Port Tr. West Ile-
