Quebec municipal matters seem to be re t approaching a crisis. Coanoillor Russell, one of the most intelligent' of the city fathers, speaking at Friday, night's Council meeting and urging the impolicy of allowing the city's debeo- tures to go to- protest, said he feared that contingency could not bo staved off muoh longer. The A. has been introduced by the Minister of Public Works for the amend- ment of the Railway Act of 1874 as re- gards railway bridges over canals and rivers. It provides that in all bridges hereafter to .be erected over railways, there shall be seven clear feet of space between the lower beams of the bright and the top of the highest freight car; and any railway curupany adopting higher ears than those in use at the time of building any bridge under this Act, shall be compelled to raise tbia bridge at their own eoet and charges. It is also provided that no railway shall be allowed to pass over any navigable river nr canal withouthaviug first built such proper flooring under and on both sides of the track, as shall be der-med sufficient by the Minister of Publics Works, to prevent anything falling from the railway into each river or canal up- on boats or vessels navigating it. Last Monday morning several teamsters were at work, as usual, haul- ing out the Iogs to a precipitous bank 100 feet high, on the river about four miles from the shanty. For twenty- five feet high, the descent is perpendicu- • lar, then there is a slight projecting poiut ; to the river below, seventy-five feet, the descent is but a few degrees out of the perpendicular. Among other teamsters came George Campbell of Cambridge, Victoria county, Ont.; with a hngh load of saw logs. .He was walking beside his load, between it and the rolling bank, when the rear end of ' the sleigh slid over the bank and Campbell jumped for his life over the pr, cipice. Ho lauded on the projec- tion after a flight of twenty-five feet. `.Che horses and load took a through ticket to the pile of logs in the river. The sleigh was a total wreck, but, strange to say, the horses escaped with a few cuts. They were in about half an: hour extricated, and were able to walk to their stables. The driver Campbell, was notable to rise, sad was carried al- ternately on the backs of three men to the shanty. On arrival of the surgeon tl:eva was found neither a fracture nor dislocation, nor were there any exten- sive abed -ions. He was, however, suff- ering severely, sud had been badly• ehaken up. The height of the precipice and the circumstances of the accident are arrested by the foreman, Mr. Geo McCormack, and by several reliable settlers at work in this shanty. Huron Presbytery. The regular nesting of Huron Pres- bytery met in Willis Church, Clinton, on Tuesday of last week, there being a large attendance of ministers and el- ders. A call from Seafortb to Rev. A. D.
