Cadets win Strathcona Shield
The Strathcona Shield was presented to the Huron -Middlesex (Huron Park) Army Cadet Corps Thursday evening. This is
the fourth time in five years the cadets have won the shield, proclaiming them tops among 24 corps in Southwestern On-
tario, based on rankings from regular and annual inspections. Accepting the award from Captain Keith Flowers, the area

County goes comparison shopping

GODERICH - After several
months of going without a full-time
administrator for Huronvjew and
Huronlea, Huron County's Homes
for the Aged, the county has hired
Cathie Brown.
One of the first things Brown will
do is look over a report done by
Caldwell which compares publicly
run homes, such as those operated
by the county, to those which are
privately financed.
"There are some significant dif-
ferences between the county and
private facilities," pointed out inter -

Among those were:
• At Huronview, there is 580
square feet per resident and at Hu-
ronlea there is 671 square feet. In
comparison, older private facilities
have approximately 320 square feet
per resident.
• Wages at most county homes
tend to be,higher because the staff
are unionized.
• Many private homes charge for
a variety of services that the county
has historically concluded' should
be part of the county service. They
range from transportation to in-
continence supplies.
• The county has not increased
the lutes for private and semi-
private rooms to the allowable
maximum. This has eliminated a
significant revenue source for the
county homes.
Thursday, at the final session of
the current council, it was decided
the resident contributions at the
county homes would be raised in a
phased -in process.
Currently those who are in a
semi -private room pay $3 more per
day than the rate for a ward. That
will be raised to $6 per day. Also,
the rate from ward to private will
be increased from $8 to $18 per
day.
"Are we saying that if the fees are
increased, will the budget be de-
creased," asked Exeter's Lossy Full-
er.
Goderich Township's David
Gower, chairman of the Health and
Seniors Committee said that "yes"
it would. He added that the county
does need to have its homes on a fi-
nancial break-even point.
West Wawanosh Township's Bob
Hallam said that the 15 percent the
homes are spending on administra-
tion, is simply too much.
"It shows we are spending money
on frills and fancies. I think this
council has to take a close look at
how the money is spent."

Court house
renovations will
cost $1 million
GODERICH - When the new Huron County council takes oyer on
December 6, it won't be looking down at a full plate.
There will be several new members on the modified council
(down to 26 members from 32) and they won't have a lot of major
issues to deal with at the beginning.
The biggest issue they will be dealing with immediately will be
the renovations to the Huron County Court House. Thursday, at the
final session of the current council, deputy -engineer Sandra Lawson
unveiled the proposed plans for the renovations.
She pointed out that the building currently houses several vaults
and they are what keeps the court house in place as the outer walls
are a mere shell.
"There are some decisions that have been made. A vault will re-
main in the treasurer's department," said Lawson.
The renovations, including landscaping, will cost about $1 mil-
lion. Funding is coming from the county's infrastructure grants.
One of the renovations planned is moving the boilers from the
basement of the court house to the penthouse. Lawson said this
would free up needed space in the basement and it would also be
more efficient.
Zurich's Bob Fisher questioned whether or not it would be ef-
ficient to move the boilers.
"Why are the boilers upstairs'' Heat rises. It doesn't make sense to
put them upstairs. It's more efficient to have them in the basement,"
said Fisher.
