Lucan councillor retiring
LUCAN - At the last meeting of
the present village of Lucan coun-
cil, reeve Tom McLaughlin
thanked -all members for their sup-
port during their three Aar term.
He praised retiring councillor
Bryan Smith for his positive atti-
tude in dealing with ratepayers.
McLaughlin added, "Bryan had an
easy manner in talking to people.
and they liked that. He never
missed a meeting in 16 years and.
contributed a lot. He will be
missed."
The reeve pointed out a few of
the accomplishments of council
over the past years.
He said, "Our development
charge beginning at $7,300 and
now at $7,600 is the envy of all of
Middlesex county. This money is
now available when we need fur-
ther expansion of our water and
sewer systems. I don't think this
council buckled in to any levelop-
er."
On the financial side McLaughlin
said, "We have been very prudent
financially and haven't had a tax in-
crease for local purposes for three
years. Our recently approved two -
zone mapping plan will allow for
more development.
"Our big win was by going to
Bluewater for recycling. We are
seeing a great reduction in refuse
going to the landfill site. We have
started proposals for a new library,
village promotion and amalgama-
tion."
The reeve concluded, "There
have been 52 new housing units
started in the last 18 months and I
expect that trend to continue."
In his response, Smith said, "I'd

are to be commended. They work
in a "fish bowl" situation and they
keep as many problems as possible
away from council. Clerk Ron
(Reymer) has matured into an ex-
cellent employee and councillors
Rob (Brady) and Reg (Crawford)
have also matured and doing good
jobs. Our reeve has been a good
leader and we always respected the
opinions of deputy -reeve Harry
(Wraith).
McLaughlin also welcomed
Rosemary Gahlinger-Beaune as the
newest councillor. Later in the
meeting, she reported on a recent
survey questionnaire she had sent
out to village residents. She re-
ceived 69 responses from a total of
715 sent out and the number one is-
sue seemed to be a new library.
Works superintendent Johnston
and clerk Reymer presented a six-
year capital works program. Reynt-
er said, "We tried to schedule it
logically and look at when the nec-
essary money will be available."
For 1995, the program calls for
asphalting to complete Duchess
Avenue reconstruction and begin
reconstruction of Chestnut street.
In 1996 it will be storm sewer,
excavation, curbs, gutters and resto-
ration and sidewalks on Princess
street with laying of asphalt slated
for 1997.
Chestnut street is expected to be
completed in 1997. In 1998 it will
be reconstruction of Wellington
street with completion the follow-
ing year. For the years 1999 and
2000 it should be reconstruction
work on Beech street from Duchess
street to the Whitfield Drain.

items donated by member businesses. We had a lot of fun with the Santa Store last year and with
notices going out to all area schools, the participation rate should be higher this year.
While visiting the Santa Store, drop your letters off for Santa.

Shannon Melon of RR2 Crediton has been nominated for
a Junior Citizen of the Year Award. The award, spon-
sored by the Ontario Community Newspapers Association
and Bell Canada, is presented to young people in Ontario
for extraordinary volunteerism or heroism. Gielen was
nominated for her daring rescue of her horse Destiny
from a barn fire in August. Gielen (right) accepts her cer-
tificate of nomination from Times -Advocate editor Adrian
Harte on Monday. The final judging on the winning Junior
Citizens will be decided in December.
