New bill could discourage
some from local politics
Bill 163 would require
politicians to state their
assets and liabilities
GODERICH - Want to become a municial po-
litican, well there is something you might be inter-
ested in.
Thursday at Huron County Council, Stephen
Township reeve Tom Tomes told his fellow coun-
cillors about a new bill being introduced by the pro-
vincial government which could take personal and
confidential information away from politicians and
into the hands of the public.
"We don't have rights any more as an elected of-
ficial and it's a shame," said Tomes.
He said that if Bill 163 is passed, it would require
councillors to divulge not only their income, but
also, that of their spouses. Tomes said a councillor
has to not only declare that to his own municipal-
ity's clerk but would have to come to Goderich and
repeat the same process to the county's ad-
ministrator.
"Sixty days after the election this has to be done
and it's backwards," said Tomes who said it should
be before the election.
Disclosed to the public would be not only assests
but liabilities as well.
"A person can come off the street and ask to see
it. It's a public document," said Tomes.
Exeter reeve Bill Mickle, president of the As-
sociation of Municipalities of Ontaties said his
group is also concerned about the bill.
While Bill 163 is on the horizon, according to
Goderich reeve John Doherty it may not be given a
third reading before the November election date.
"There are a lot of thiQgs that are disturbing to me
that a lot of councillors don't know," said Tomes
who was trying to send a word of warning to those
who may he gearing up to run in the election.
Also, under the new bill, severances and any other
planning matters will require councillors to delcare
a conflict of interst but, not just for themselves. "If
you have property, or a neighbour, or it's someone
within 400 feet, it's a disclosure of conflict of inter-
est," said Tomes.
UCW hold Thanksgiving meeting
EXETER - The evening unit of
Exeter United Church held its
Thanksgiving meeting October 3
with 23 ladies present.
Donna Paynter introduced Jean
O'Rourke, who along_ with her
husband Terry and four children
spent 1993 in Invercargill, New
Zealand while Terry was an ex-
change teacher. Jean told of the
many differences yet the similari-
ties of life on the other side of the
world. During the business Maxine
Sereda reported a need for young
children's winter clothing at Phoe-
nix House. Barb Tiedeman urged
everyone to get busy with the bak-
ing, knitting, sewing, crafts etc. for
the bazaar November 12. Meat pies
will be made October 5.

With Thanksgiving as its theme,
Josie Ryckman opened the worship
with two familiar poems, "The
Wind and the Leaves' and "Indian
Summer". Donna Paynter gave an
interesting article based on
"Thanksgiving and Life itself'.
Following the benediction pump-
kin pie and tea were served.
Grandparents Day
Last week was Grandparents Day at the Toddler's Inn. On Wednesday afternoon Grand-
ma Phyllis Campbell of Bayfield came to Exeter to visit with granddaughter Jessica Grant
and see how she spends her day.

PUBLIC MEETING
CONCERNINGA PROPOSED
ZONING AMENDMENT
AFFECTING THE
TOWNSHIP OF TUCKERSMITH
TAKE NOTICE that the Council of the Corporation of the Township of Tuckersmith will
hold a public meeting on Tuesday, November 1, 1994 at 8:00 p.m. in the
Tuckersmith Township Council Chambers, Vanastra, to consider a proposed zoning
amendment under Section 34 of the Planning Act.
The zoning amendment is a general update of the Tuckersmith Township Zoning By-law
including several housekeeping and other changes as follows:
1. - a provision for the extension of zoning in certain zones for minor lot enlargements
where the severed lands merge on title with the abutting lands;
2. - a provision to require setbacks from unopened or unassumed roads;
3. - a provision to allow existing deficiencies (e.g. setbacks) to continue as legal non-
complying after a rezoning or severance; this provision does not apply to parking;
4. - a provision to recognize that all buildings established prior to this by-law are deemed to
comply with this by-law
5. - to allow for the closing in of porches that extend 1.5 metres into the front yard as long
as they are further than 1 metre from any lot line
6.- a provision to permit minor encroachments in yards where a building was believed to be
in compliance with the by-law but subsequently shown by survey not to comply;
7. - standardized provisions for accessory buildings including a maximum height of 5.5
metres for accessory buildings in residential zones:
8. - a provision to prohibit the keeping of livestock, poultry, reptiles, stinging insects or
exotic animals which are dangerous to human health or create a noise nuisance in all
urban zones
9. - a provision to allow building on more than one lot where two or more lots are required
to comply with the lot area or other requirements of the by-law;
10.- deletion of the requirement that home occupations and home industries be accessory to
agriculture in the AGI and AG2 zones;
11.- a provision to recognize minimum lot areas for new agricultural lots between 18 and
38 ha.
12. - a provision to permit attached garages in the VRI zone at a 1 metre setback; a 3 metre
setback must be maintained between the residential sides of abutting residences
13. - this provision all residential accessory building provisions to one section
14.- deletion of the reduced lot provisions for lots with public water in recognition of the
larger lot sizes required for septic systems, regardless of the source of water;
15.- recognition of lot depth for existing undeveloped lots in the VR I zone;
16. - a provision to permit existing residences in a Developmental zone to expand the
residential building
17. addition of a special developmental zone to permit golf course related uses on a
property on Key Map 3B
18. - addition of the (-h)Holding zone provisions

The abov2 list is a brief summary of the changes in the proposed by-law. Complete copies
of the by-law are available from the Township Clerk.
As a text amendment to the comprehensive zoning by-law, this by-law affects all lands
within the Township of Tuckersmith. In addition, Key Maps showing the location of the
map zone changes are shown below and are attached to the complete by-law which is
available from the Township Clerk.
ANY PERSON may attend the public meeting and/or make written or verbal
representation either in support of or in opposition to the proposed amendment.
ADDITIONAL INFORMATION and complete copies of the proposed zoning
amendment are available during regular office hours at the Township Clerk's office in
V anastra.
