EXETER - In Provincial
Court in Exeter on Sep-
tember 27, Judge R.G.E.
Hunter levied. fines and a
jail sentence on a variety
of charges and remanded a
large number of other
charges to future court
Over BAC limit
Michael Black of Zurich was fined $750 and had his driving li-
cence suspended for 12 months on a charge of operating a vehicle
with a blood alcohol content over the legal limit of 0.80 mgs. Black
was stopped by OPP Constables Finch and Herbert while on routine
patrol in the Zurich arca on August 26 of 1994. The constables said
there was an obvious odour of alcohol in the vehicle and the roadside
test was failed. At the Exeter OPP detachment, breathalizer tests tak-
en between 3.12 and 4.04 a.m. revealed readings of 2.23, 1.95 and
1.93.
Dennis J. McDonald of Crediton was sentenced to 14 days in jail
following a guilty plea on a similar charge of driving with an over
(he.11:nit blood alcohol content. McDonald was travelling south on
Main street in Exeter on January 15 of this year when stopped by
Constable Penn. The officer detected a strong odour of alcohol and
the roadside test revealed a fail. Back at the OPP detachment brea-
thalizer tests taken at 3.49 and 4.12 a.m. revealed readings of 1.62
and 1.51. The accused will have his driving licence suspended for
two years.
McDonald toldthe court he was working a four day week, so will
be allowed to serve the jail sentence from 9 a.m. each Friday morn-
ing until 6 p.m. each Sunday. He was also warned not to consume
any alcohol for 24 hours before reporting to jail.
Fined for impairment
Jacobus Smits of Hay township was fined $750 by Judge Hunter
and lost his driving privileges for a drinking and driving incident
which occurred on November 26, 1993. OPP Constable Chisholm
operating a RIDE check followed Smits west on Highway 83 and the
accused failed to respond to flashing lights and travelled quite a dis-
tance at 70 kilometres per hour before stopping. The officer reported
the accused had bloodshot eyes, was belligerent and was slouched in
his vehicle. Smits will also have his driving licence suspended for
12 months.
Indecent act charge dismissed
A charge of indecent exposure against Gary Howard of Innerkip
was dismissed after Judge Hunter heard evidence from a number of
witnesses. The incident was alleged to have happened in Hensall on
April 5 of this year.
Narcotic possession
David Bain of London was fined $300 on a charge of possession
of narcotics. Bain was stopped by police in Exeter for speeding and
weaving his vehicle on Main street at 2.36 a.m. on August 13 of this
year. A one gram vial of hash oil was found in his vehicle. Bain had a
similar narcotics offence in 1990.
Threatening charge probation
Howard Porter of Grand Bend was given a suspended sentence and
placed on probation on a charge of threatening arising from incidents
which are alleged to have occurred between May 8 and 21 of this
year in Hay township: He was ordered not to own any firearms for
the next five years.
Guilty on fraud charge
Beverly A. Gardner of Hensall charged with 30 counts of fraud
which are alleged to have occurred between July of 1993 and July 4,
1994 pleaded guilty to the first charge and evidence was presented on
it. Gardner is alleged to have purchased clothing valued at $144 from
Designers Clothing in Exeter on December 16, 1993 and paid with a
cheque on a London branch of the Bank of Nova Scotia. It was dis-
covered the account had been closed by the bank because of unsatis-
factory conduct previous to the incident. Her solicitor said she would
probably be pleading guilty to 95 percent of the charges.
Judge Hunter ordered Gardner to be back in court on November 22
for sentencing on the first charge and a pre -sentence report on the
other charges.
Ban on pu:)lication
Judge Hunter ordered a ban on publication of evidence in a prelimi-
nary hearing charging Robert Drouillard of Mount Brydgcs with sex-
ual and indecent assault.

transport
EXETER - Police say charges
may he pending after a three -
vehicle collision involving atran-
sport truck Friday afternoon on
Highway 4 near Huron Road 4.
The Exeter OPP report that about
4 p.m. Friday, a northbound pickup
truck driven by Donald Triebner of
Exeter struck the rear of another
northbound vehicle driven by Larry
Gould of Hensall. The impact of
—the collision sent Gould's vehicle
into the oncoming lane.
A transport truck owned by Ham-
mond Fuels of RR2 St. Marys, driv-
en by Ian Finnic of RR2 St. Marys,
collided with Gould's vehicle in the
southbound lane.
Gould sustained what police de-
scribed as "major injuries" and was
transferred to Victoria Hospital in
London. Finnie was treated for mi-
nor injuries at South Huron Hospital
and released.
Police say the fuel tanks on the
transport truck were empty -and not
punctured in the collision.
The OPP are also investigating a
hit-and-run collision in town, in
which a young boy on a bicycle was
struck by a white two -door car with
two male occupants at the corner of
Andrew and Victoria Streets on Fri-
day. Police say the boy suffered
only minor injuries, but thc driver
of the car lefbthe scene.
Looking forward to 911
Local police and fire departments still have questions about
how the system will work for their emergency services
EXETER - Imagine having your
teenaged baby-sitter at your home
and there is an emergency...she
looks for the blurred seven digit
number by the phone and begins to
call...4he panics.
That scenario could be eliminated
within the next two years as Huron
County has taken the first steps to-
wards setting up a 911 emergency
sery icc.
Local response is positive, but
like anything else that is unfamiliar
to those who will use it, there are
questions. -
"911 is great for police and am-
bulance. If they can activate our
system it's ideal," said Exeter and
Area firc chief Gary Middleton.
"How it workcd bcfore, it could
never activate our system."
Thursday night at a meeting in
Godcrich, Bell Canada's Mark. Lade
and Dan Berry made all the in-
dications that the system would be
able to activate the fire de-
partment's system.
"If we have to man our 16 fire
phones, it's a step backwards," said
Middleton. But he did add, if it
docs work, it will be very ben-
eficial, "it's a lot of pressure off thc
guys with the fire phones." +J
Like anything else, the 911 sys-
tem will take some educating and
Lade recommended that the seven
digit emergency numbers now be-
ing used, continue to be utilized.
"We suggest you keep the seven
digit line in because there will be a
generation that will still use it,"
said Lade.
As far as the Exeter detachment
of the Ontario Provincial Police, its
primary concern is whether or not
the 911 would be a tiered system
similar to what they have in Metro
Toronto.
In Toronto, when a call comes
through, all thrcc emergency ser-
vices, fire, police and ambulance
are dispatched to the scene.
"That's a decision Metro Toronto
made, it's pretty expensive," said
Lade.
Exeter OPP Staff Sgt. Don
McInnes said a tiered system would
not be necessary in Huron County.
"I don't know a whole lot about it
(911)," admitted McInnes. "Part of
911 is a tiered system, and 90 per-
cent of our calls we don't need fire
or ambulance."
How 911 works is that when a
call comes into the central dispatch,
immediately the caller's name, ad-
dress, phone number and other in-
formation is displayed on a screen.
That dispatcher in turn would then
call the appropriate service in Hu-
ron County.
"We get the odd call where all of
a sudden the phone is ripped off the
wall. In that avenue it would be
good," said McInnes.
The 911 service works well in ru-
ral areas where the ambulance, po-
lice or fire arc uncertain of the loca-
Thieves strike jewellery store
Coming a year after
last year's break-in,
police say they may
have some leads
this time around
EXETER - Thieves left behind
thousands of dollars of jewellery in
their getaway car after an Exeter
robbery last week.
Detective sergeant Rick Borden
of the Exeter OPP confirmed that a
silver Honda Civic was recovered
in London, the same car spotted by
a witness of a smash and grab rob-
bery at Bakelaar Jewellers in the
early hours of last Tuesday morn-
ing. Left in the car was several
thousand dollars worth of jewellery
taken from the break-in. Borden
said the thieves apparently "pan-
icked" when dumping the car near
Gainsborough Road.
The car had been reported stolen
in ' - on on September, 20.
"I don't think they were as well -
organized as we thought they
were," commented Borden.
The recovered jewellery was only
part of what police describe as a
"substantial" amount of goods tak-
en from the store in a theft that like-
ly took less than a minute. Police
cruisers were on the scene within
minutes and set up patrols on roads
surrounding Exeter, but the thieves
had already slipped away.
The break-in came almost exactly
one year after a similar robbery at
Bakelaar Jewellers. Last year's
theft took place in the early hours
of September 21, 1993. Borden
said that coincidence can't be ig-
nored.
"The people who were re-
sponsible last year could very well
he responsible this year," said Bor-
den. "It seems more than co-
incidental."
One difference is that last year's
theft took place through the store's
glass front door, which has since
been reinforced with a metal gate.
This time the thieves entered
through the back door. Again,
items taken included gold chains
and some rings.
Borden said stolen jewellery is
often sold off at less than 10 per-
cent of its actual value. He is com-
paring this theft with other jew-

ellery thefts in St. Marys and Til-
sonburg, as well as working with
the London Police. However, he
said the OPP do have some leads tt
this case.
"We definitely feel we have some
suspect leads. We do have some-
thing to go on," said Borden.
Store manager Derek Bakelaar
said he has already taken steps to
prevent future break-ins at the
store's back door.
"We're feeling nice and solid
again," said Bakelaar, and added
that he hoped the police in-
vestigation might lead to more re-
covery of the stolen goods.
tion, however McInnes doesn't see
that as a problem.
"1 don't think there are too many
calls we can't get to," he said.
If the 911 docs come to 1-luron
County, and the county opts to
have Bell Canada set up the dis-
patch system (see attached story)
when a call comes in, it would go
to Sudbury or Ottawa where there
are bilingual operators.
"It's fibcroptics, it's the speed of
light," said Lade.
The primary purpose of 911 is to
be like a very large security blan-
ket.
"We hope we can work in part-
nership to provide a safer Huron
County," said Lade.
