According to Ministry of Municipal Affairs facilitator Dan Hammond, the regulations confirm the need for a triple majority of the municipalities involved to support the proposed restructuring. Hammond added the new- ly formed municipality must belong to only one county or may create a single tier government. However, the county (or counties) involved must approve of the proposal. In the case of the Exeter-Stephen-Usborne-Grand Bend Amalgamation Committee that involves two counties, Lambton has already requested the minister exempt it from restructuring under Bill 26. Lambton has in- dicated, should this request be approved, it will oppose Grand Bend and Bosanquet's amalgamation with South Huron municipalities. Should one of the involved counties not support an amalgamation pro- posal, a commission would be requested by the municipalities in support of restructuring. A compilation of all Bill 26 regulations is expected to be received by municipalities within the next week.
