Wednesday. June 12, 1996

dents of the Year.

19 year-old man last Tuesday in
connection with an aggravated as-

sault, Assault with a Weapon and

The incident occurred early Sat-
urday morning at the corner of Elm

Single county rule
could cause delay
in amalgamation
The restructured municipality
may belong to only one county
EXETER - As the much delayed Bill 26 regulations trickle out to mu-
nicipalities, a few 'wrinkles' for local amalgamation have been noticed.
According to Ministry of Municipal Affairs facilitator Dan Hammond,
the regulations confirm the need for a triple majority of the municipalities
involved to support the proposed restructuring. Hammond added the new-
ly formed municipality must belong to only one county or may create a
single tier government. However, the county (or counties) involved must
approve of the proposal.
In the case of the Exeter-Stephen-Usborne-Grand Bend Amalgamation
Committee that involves two counties, Lambton has already requested the
minister exempt it from restructuring under Bill 26. Lambton has in-
dicated, should this request be approved, it will oppose Grand Bend and
Bosanquet's amalgamation with South Huron municipalities.
Should one of the involved counties not support an amalgamation pro-
posal, a commission would be requested by the municipalities in support
of restructuring.
A compilation of all Bill 26 regulations is expected to be received by
municipalities within the next week.

Complaint addresses
Elimville properties
USBORNE TOWNSHIP - Council reviewed a complaint at its
June 4 meeting regarding properties in Elimville. The cor-
respondence stated "old junk and unlicensed vehicles are being kept
on residential properties" in violation of the township zoning bylaw.
Council passed a motion to instruct the bylaw enforcement officer
to call on these properties that contravene the zoning bylaw.
A building permit application for a large greenhouse operation has
been received by council. However, council does not feel the town-
ship permit application fee of $40 for a greenhouse is appropriate
for the size of the operation proposed.
It was suggested by council the chief building official contact mu-
nicipalities in the Leamington area to determine the rates charged for
large greenhouse building permits.
