Secondary school reform steps taken quickly
HURON COUNTY - Less than
two weeks after the final ratifica-
tion of a new collective agreement
between the secondary school
teachers represented by OSSTF,
District 45, and the Huron County
Board of Education, steps have be
taken to re -structure the positions
of responsibility in each secondary
school, effective September 1,
1996.
Part of the agreement called for
the reduction of supervisory posi-
tions (department heads, etc.) to
five (5) team leaders in each
school. Following a meeting, April
22, of board administrators, secon-
dary principals and OSSTF repre-
sentatives, a framework was de-
vised for school staff to discuss the
new concepts and to devise alter-
nate departmental structures to the
current subject -by -subject division
of program supervision responsibil-

Secondary schools have been
asked to communicate specifics of
the team structure for each school
setting to the students, parents, and
to the general community. The new
directions have been devised to re-
spond to leadership needs as per-
ceived by schools and staff, by stu-
dents and parents, and based upon
feedback from the broader commu-
nity. The new system also reflects
an effort to introduce more contem-
porary organization and manage-
ment theory into the school sys-
tem. evaluation to the new ap-
proach will be ongoing.
While this type of reform is un-
folding across Ontario, the Huron
approach to work in collaboration
with the tele'hees" ' f:deien is '
said to be'unique As of Septeiinbee
1, there will be substantially fewer
'supervisory' positions in our sec-
ondary schools, a flatter hierarchy,
and five new integrated program
and student support teams in place.
Centre mall may undergo
rebirth in entertainment
New property owner plans to open mall
starting with upper level billiard room
EXETER. - If plans by new own-
er, Richard Maria fall into place,
Main Street's Centre Mall may get
a long anticipated rebirth.
The long dormant Centre Mall on
Main Street Exeter will spring to
life this summer to become a ma-
jor epicentre of local entertainment.
Marier, a property owner from
Lakeside, purchased the stall on
April 3 for as undisclosed amount
of money but puts the transaction at
over $200,000. He estimates
$150,000 of renovations and re-
pairs will be invested into the
building before it is complete.
His plans for the north side of the
building include a country and
western bar downstairs, where the
Good Times Restaurant and Bar
used to be and the entire upstairs
level will become a lounge and
pool hall called Classics Billiards.
Marier said it will be a "first
class" licensed establishment for
adults with plush wall-to-wall car-
peting and a "crisp, clean at-
mosphere." The billiards room is
scheduled to open June 1 and man-
agement plans to hire locally to fill
positions.
The Centre Mall will retain its
name and the front half facing
Main Street will offer 6,000 square
feet of commercial rental space.
Marier refused to confirm rumors
about a BiWay discount store com-
ing to the mall but he said store
space is still available. He also
wouldn't elaborate on plans for the
back portion of the building but
said the focus will be on entertain-
ment.
"The whole building is going to
be re -vamped," said Marler. "When
it comes to entertainment, Exeter
will be the main attraction among
the surrounding communities."
The mall was built in 1978 and at
one point, contained a pet store, a
chiropractors office, a hair salon,
a bulk food store.

who owned a lautdromat at the
back end, had to move shortly after
the mall was purchased. •
Henderson said the new owner's
plans for the back half of the mall
didn't include his store and there
wasn't enough space in the front of
the building for his washing ma-
chines and dryers. However, Hen-
derson and Tupley still operate the

and Car Wash in Hensall.
Tom Seip, Chairperson of the Ex-
eter Business Association said he
is glad to see something being done
to the Centre Mall.
"I'm happy to see the building
fill up and the south end start tak-
ing shape," said Seip who feels the
