Council campaigns
education taxes
BLYTH - The Village of Blyth Municipal Council has embarked on
a campaign to obtain support from as many Ontario Municipal Coun-
cils as possible to serve notice to the appropriate Provincial Ministries,
aim as of January 1, 1997, the council will no longer continue to col-
lect Education Taxes from our respective ratepayers.
'This action stems from the problems and challenges faced by the vil-
14g.e with cutbacks to municipalities and school boards. The Provincial
vernment is suggesting that municipalities should be amalgamating
ifito larger regions to become more efficient. It is the council's opinion
that regionalization has not been an improvement to those who have
done it and that the village would lose control over its affairs for no
real beneficial purpose.
''A few years ago a recommendation was presented by the Fair Tax
Commission to the Provincial Government to remove all Education
'taxes from all property and replace it with a funding system which all
people contribute to in a fair manner.
rt The Minister of Finance has stated clearly that the ministry knows
the existing system is wrong and that they know they must change it.
The council's concern is that the province will leave it until municipal-
ities do something in desperation that they shall regret later and will
not be able to repair. If this recommendation is adopted now, council
believes, ratepayers can well afford to maintain traditional services.
;Since 1970 Ontario farmers have received a tax rebate amounting to
about the equivalent of their Education Tax. They have been receiving
it, only because farm organizations at that time conducted a tax revolt
by withholding the education portion of their tax bill. Only by their or-
ganized effort was the Government convinced to rectify the unfairness
that existed. The contention that education is a service to people and
not a service to property was conceded, but the Government responded
oily to those who complained actively.
'Farmers are now being made aware that they may not receive a re-
bate after this year. Council stated it believes it is now the right time
for all municipalities on behalf of all ratepayers to influence the legis-
lative change required to correct an obsolete funding method.

visits Exeter Rebekahs damaged in
EXETER - Over 50 sisters and
brothers of the Rebekahs enjoyed a
bountiful pot luck meal before the
meeting April 3. Guests were
present from Clinton, llderton, For-
est, and Stratford to honor DDP Sis.

The last euchre of the season will
be April ID at 8 p.m. The visit to St.
Marys was cancelled on account of
the weather. It was postponed until
April 18 instead of April 4. The
District meeting will be in Clinton
lodge hall April 10 at 2 p.m. The
Decoration of Chivalry will be in
Brussels April 13, starting with a
meal at 4:30 p.m. The annual
church service had to be cancelled.
A future date 'will be announced lat-
er.
Sis. Elaine Skinner asked for
sponsors for•her walk for "Walk for
Si& Kids". Stephen and Audrey
Skinner have raised 5107,000 in the
five years they sponsored the
event. Now the Optimist Club will
sponsor it this year. Pride of Huron
is sponsoring Sis. Elaine with a do-
nation of $25.
DDP Sis. Erma Cartwright read
an Appreciation to Huron Dhict-
for the participation in the Pilgrim-
age for Youth project. She com-
mended the "Opening Ceremony"
and ended her speech with a poem
"Be the best that you can". Sis. Pat
Frayne president brought greetings
from the Assembly President and
from the Assembly.
After the meeting closed, Josh
Heywoodentertained with his
speech about the Auctioneer and
Bob Heywood entertained with his
singing accompanied by the accor-
dion.
The evening closed with punch
acrd grapes and cheese and crack
ors.
Easter theme at Bryanston
Friendship Club meeting
BRYANSTON - The Bryanston Friendship Club met on April 3 with 29
members and two guests present for a brown bag lunch. Alex Jeffrey
opened the meeting with an Easter poem, following with the singing of '0
Canada' led by Margaret Hartwick. The secretary's report, treasurer's re-
port and the correspondence were read.
Beth Buchanan and Mary Rhame will be in charge of the next meeting
on May 1 with a potluck dinner at 12 p.m.
Hartwick extended an invitation to go to her cottage for the June picnic.
Jeffrey closed the meeting with a reading.
Olive and Percy Hodgins and Ken and Madeline Parkinson were in
charge of the program.
Olive gave several Easter readings and Shirley Dann and her friends
Floyd and Glenn entertained with several musical numbers on the piano
and violins.
A skit called "Pig Latin" was performed by Olive and Madeline.
Games were played and the following were winners: euchre - high, Eve-
lyn Roberts and Mabel Needham; low, Ethel Lewis and Audrey McRo-
berts; Lone hands, Shirley Dann and Elliott McRoberts; Scrabble - Greta
Gibson; Crokinole - Dorothy Darling and Mona Mayberry.
The group left about 4 p.m. to attend a pork supper at Wesley United
Church.

port on April 3 of damage to vehi-
cles parked in a driveway on Nico-
line. Street.
The trunk of ono vehicle was
damaged and hubcaps were stolen.
