Council approved the bud- get and tax rate at Tuesday's regular meeting which calls for an overall increase of less than one mill. Dashwood police village trustees honored the Dash- wood fire department recently as the village has given up op- eration of the fire department. It will now be operated by the townships of Stephen and Hay. Village trustee George Tie - man presented a plaque to present fire chief Jim Hoff- man to thank all those men who in the time from 1937 to 1985 served as volunteer fire- men in the village of Dash- wood: 25 YEARS AGO April 8, 1971 - Richard Ottewell, 16, South Huron District High School Grade XI student, won Huron County's ninth annual Pil- grimage for Youth public speaking contest at Clinton last week, speaking on Cana- dian Nationalism against five other students from the county. Runner-up was Kathy Simmons also of Exeter. It took the Lucan-Ilderton Jets 10 games to eliminate the Durham Huskies in provincial OHA Intermediate "13" playoffs, but their season may be over. The Huskies have lodged a protest on the basis' that the Jets don't have four players in the lineup who reside in Lu - can or Ilderton. Manager Don Urbshott says the Jets have been operating for three years on the assump- tion that players in a three mile radius qualified and the Lucan-Ilderton Combines for about three years before that. Outcome of the protest was not available at press time. Greene's Variety Store, new- est associate of Steadman Bros. in Toronto, plans to open its doors Friday after extensive renovations to its building on Main street. Bev Sturgis brought the WOSSA Senior "B" boys bad- minton singles championship to SHDHS for the first time Saturday when he defeated contenders from eight other schools in the London tourna- ment. 50 YEARS AGO April 13, 1946 - At a turkey dinner at the Lamport Coffee Shop, the Exeter Volunteer Fire Brigade honored seven of their long-time members who have recently resigned. They are : Richard Davis with 48 years service; Herb Ford, 40 years: Chief John Norry 36 years; Maurice Quance 25 years; Walter Cunningham 23 years and Louis Day 18 years. Mr. Harold Whyte who has been employed with Ontario Hydro in Exeter since 1928, has been appointed superinten- dent of thej,ttcan office. 75 YEARS AGO April 11, 1921 - On Wednes- day evening, a passenger in a passing automobile threw a stone against the plate glass window of the store of W.W. Taman and broke the window. 100 YEARS AGO April 9, 1896 - Fish pedlars are numerous in the village of Crediton this week. William Teaman of Dash- wood is engaged to work for Mr. Thomas Amy Jr. of Sharon for the summer. The same Mr. Amy can now boast of a famous duck, which lays two eggs every night. 'Amy also paid a handsome sum to Ed Kestle for a fine 'brood mare. A man in Ottawa has been fined ten dollars for selling cig- arettes to boys. HPDHC, HCHU, PDHU... what do all these mean? What do they. do? Who should I call? With all the agencies we have today, it is no wonder that we get confused. Peo- ple call the health unit looking for the district health council and vice versa. This article will explain the role of health units and how they re- late to the Huron Perth District Health Council. What is a health unit? Public health services in Ontario have been available ' sosome form for over 150 years. Town• councils in the early 1800s hired physicians and inspectors to protect the health of the community. From these be- ginnings, public health has evolved so that today there are 42 health units in Ontario. In our district we have the Huron County Health Unit (HCHU) and the Perth District Health Unit (PDHU). Public health units are adminis- terect,by.,lgpai bgprds;p ligalth and , operate; under .the.Hetd(h, Protection., and Promotion Act. In addition, there are numerous other pieces of legislation which directly or indi- rectly impact on the operation of the health unit. Funding for general health services is shared: 75 per cent from the Ministry of Health and 25 per cent from the municipal- ity. In addition, the Ministry of Health provides 100 per cent fund- ing for specialized programs such as sexual health, tobacco prevention and control, and AIDS prevention. The Health and Protection and Promotion Act requires health units to province or ensure the provision of health programs and services in the areas of community sanitation, control of communicable disease, preventive dentistry, family health, nutrition, home care and public health education. Programs are based on the principles of popula- tion health and therefore focus on Stephen council briefs the health issues of the entire com- munity and not of individuals. A population health perspective iden- tifies the greatest opportunities for health promotion and disease pre- vention for the community as a whole. Some examples are the re- cent measles immunization cam- paign and•the development of mu- nicipal bylaws to create smoke-free public places. How do District Health councils relate to health units? As you know from previous columns, District Health Councils (DHCs) are local planning bodies which plan health care services for their communities. They examine local health issues and provide advice to the Minister of Health. The global perspective which DHCs bring to health care planning may have an impact on the programs of the health units. Locally, both the Huron County Health Unit and the Perth District Health Unit have been active in the planninv ikttiyities of the Huron Perth District Health Council. Staff members from both health units, as . well as other health service provid- ers and consumers, are key contrib- utors to the planning committees that have been formed. Who should / call? If you would like to have input into the future di- rection of health services in your area or you have a concern about a particular health issue, call the Hu- ron Perth District Health Council. If you have questions or concerns about public health such as water quality, healthy lifestyles, chil- dren's health issues, call either the Huron County Health Unit or the Perth District Health Unit. A public meetihg is scheduled for April 16 at 7:30 p.m. regarding an application by Haccius Farms for a minor variance at Lot 9, Conces- sion 16. ' Council also instructed the Road Superintendent to proceed with tendering for dust control service in 1996. EBA proceeds with downtown core beautification project Hanging baskets and half barrels will be in- stalled along Main Street EXETER - May 24 is the target date for the installation of hanging baskets and barrels along the downtowifFore business area. The Exeter Business Association Beautification Committee has made arrangements to purchase 64 dou- ble -sided hanging baskets and 40 half barrels planted with a com- bination of trailing ivy, geraniums and impatiens in fuschia and pink. Merchants that maintain their own, flower boxes are encouraged to blend in with the color scheme along Main Street with pink, blue or purple hues. The planters will cost $57.50 each and $2,000 of the $8,000 bud- get will be held back for main- tenance of the flowers including watering and fertilizing. The EBA is planning to approach the works department to install the planters and will consider parking areas and opening car doors when plac- ing the barrels. An offer of $5 per unit for the town's old flower boxes will bring an added $350 revenue that may be applied to maintenance or the pur- chase of additional planters. White Squirrel The EBA passed a motion to re- turn to the white squirrel on as- sociation letterhead and to endorse ` the squirrel as the "official symbol of retailers." Although the town crier has become Exeter's symbol, the white squirrel and "Exeter - shome of the white squirrel" re- main the town's logo. The town crier design, commissioned by the town and the EBA, has been used on association letterhead and tha entrance sign at the north end of town. The EBA supported a motion to change its meeting night from Wednesday to the first Tuesday of each month, beginning in Sep- - tember. 406 Main St. The purchase of the former mu- nicipal office at 406 Main St. is at a standstill.
