Tough decisions to be made as government cuts funding

ing for education in 1996. Boards
will he expected, in 1997, to absorb
an additional $4(X) million reduc-
tion kdlowed, in 1998, by another
$200 million cut. The effect of the
province's decision to defer $169
million in capital construction to
future years may also impact on the
magnitude of reductions in 1997
and 1998,

was broken into on Thursday.
Entry was gained by prying up a
window but nothing was reported
stolen.

tions for 1997 are estimated at $4.7
million. To cope with the magni-
tude of these cuts the board will he
faced with making some very tough
decisions that will affect the deliv-
ery of education in Middlesex
County.

• delete all nob -program furniture
and equipment budgets
• transfer rooting projects to the
Capital budget

LUCAN - Lucan OPP report a
break, enter and theft occurred last
Tuesday on William Street.
Stolen' property includes a chain-
saw, camera and skillsayv.
Charges laid
after hash oil
discovered
EXETER - After a suspicious
vehicle was checked by police on
Sunday, Exeter OPP reported the
occupants were found in possession
of a substantial amount of hash oil.
Charges were laid under the Nar-
cotic Control Act.
In an unrelated incident on the
same day, police charged a driver
after checking a vehicle and ob-
taining a radar detector.

student vandalism control
• eliminate all Program Renewal
budgets except for Technological
Studies
• deliver Core French - Grade 4/5
splits as one class effective Septem-
ber 1996.
These actions have already result-
ed in a reduction in the 1996 expen-
diture budget of $905,974 which
has been reelected in the sixth draft
of the 1996 hu(lbet.
Assessment growth in Middlesex
County (1.38 per cent) will gener-
ate an additional $171,$78 in reve-
nue in 1996. .

The Board is presently consider-
ing a number of actions which
would assist the tpard in reducing
its 1996 expenditures by $I.6R mil-
lion and reduce future year require-
ments. Since . this is a formidable
task the board is considering the
following options:
• use of all or a portion of an).
surplus from 1995
• use of reserves
• negotiations with its employee
groups for concessions
• raising taxes
• reductions in program
• reduction in staff complement
• a combination of one or more of
the above.

lowing guide for those who
care.
How can 1 help?
Someonryou know - a friend,
a neighbour, a relative - has
cancer.
You can see how the illness
affects the whole family. They
are emotionally distressed and
may- feel isolated. They may
have concerns about wort and
finances.
You want to help but are not
sure how. So you say, "Let me
know if 1 can help" or "Tell me
if there is anything 1 can do".
But often the person or the fam-
ily can't tell you. It's difficult for
them to ask for the help they
need.
When you want to help...
You can do many useful
and thoughtful things with •
-
out being asited. For
example:
Keep in touch
Send regular cards or
letters - even if you
live next door - and
visit whenever you
can. Many people with
cancer find they have
lots of visitors when
first diagnosed, when -
they are in hospital or
undergoing chemotherapy
or radiation. But cancer
treatment can go on for a
long time. People with cancr
appreciate you keeping in
touch,Jhrough good and bad
times.
Learn to listen
Sometimes visitors feel they
have to entertain the person or
they may talk a lot to cover their
own feelings. Sometimes just
being there is helpful without
saying anything. if the person
wants to talk, listen to what is
being said.
Help the person stay healthy
Many people with cancer
aren't able to eat as -much as
theyld or get the exercise
they to stay healthy, Drop
by .aeound- mealtime and
encourage the person to eat
properly.' Or offer to go for a
walk with the person.

Organize an outing
Take the person with cancer,
the children, siblings or parents
out. It doesn't have to be fancy.
Just a trip to the park, the zoo or
a movie can be a treat and gives
the family a break.
Prepares mel
Drop by occasionally with a
meal, a homemade pie or some
soup. Include instructions on
how to prepare or serve it. This
gesture saves the family time
and effort, and shows you care.
Put the food in a disposable
container so no one has to
worry about get-
ting it back
to you.

or sweatshirts, scarves, hats,
extra pillows, bed rest supports,
food baskets and gift certificates
for movies, restaurant; and
long-distance phone calls. If it is
*child who has cancer, remem-
ber small gifts for other children
in the fanuly. .
Ask when, not what
It's hard for families to tell you
what to do or to ask for help. In-
stead, you ask: "When would
you like me to do the grocery
shopping?", "What day should I
come and take the kids out?"
and "What time is
your appoint-
ment?" Or
Drive
the person
to the doctor
One of the most difficult
things for some families is
arranging transportation to and
from doctors' appointments and
cancer treatments. Offer to drive
and stay with the person
through the appointment. Some
cancer treatments can be hard
on people, to they appreciate -
having someone who cares stay
with them and take them home.
Give useful gifts
People with cancer and their
families often appreciate gifts
be
orga-
nized
enough to
know what the
person needs and what you
are able to do.
If you make an offer, follow
through and do it
Even better, do it more than
once:Be reliable. Be regular.
Stay positive
Anyone dealing With a serious.
illness needs. hope and•encour-
agement. That's where you can
help the most!

you can help...
Find out more about cancer
Go to the library, contact the
Canadian Cancer Society or call
the Cancer Information Service"
(1-800.263.6750) and find out
more about the kind of cancer
the person has. Then you will
understand what the family is
going through and be able to lis,
ten and talk knowledgeably .
about the illness: You may even
find books about cancer or can-
cer survivors to share with the
person.
Find out more about
services in the community
Check with your nearest
•Canadian Cancer Society office
and other local support groups.
If you find programs that the
person or family might be inter-
ested in, encourage them to use
these services. Make some
phone calls for them. Go with
them to a group meeting.
When not to help... •
People with cancer and their
families need the support of
friends and relatives. They
need people around them
who are positive and hope-
ful.
But they also need time
alone. Be sensitive. Give
the family enough time
and space. Accept that
everyone who is touched
by cancer may occasional-
ly feel anxious, uncertain.
sad, angry or cranky. if your
offer of help is turned down,
the person or family may be
managing well and have enough
help. Just keep in touch and let
them know you are available if
they need something.
You can do a lot to hclp.
Studies have shown people who_
have caring friends live longer
and cope better with a serious
illness than people who are
alone.
