Policies should focus on prevention
LONDON - An ounce of pre-
vention is worth a pound of cure.
The Liberal government believes
that, like health care measures, en-
vironmental policies should focus
on prevention. As part of this ap-
proach, Environment Minister Shei-
la Copps unveiled in June new
measures to manage toxic sub-
stances found in the air, water and
soil, that will protect the environ-
ment and the health of Canadians.
These new measures, which fol-
low public consultations with in-
dustry, unions, environmental and
other private sector groups, will
help to reduce pollution levels by
controlling the release of pollution
at its source and phasing out per-
sistent toxic substances.
Scientific studies have shown
that when toxic substances are
poorly managed, they can cause
costly problems which can atso be-
come impossible to resolve. As a
result, the federal government is
working towards the virtual elim-
ination from the environment of all
toxic substances which result from
human activity and are deemed bio -
accumulative (accumulating in liv-
ing organisms) and persistent.
For example, hexachlorobenzene
is a toxic substance that meets these
criteria and is released into the en-
vironment in different ways. Most

waste. This substance harms the
reproduction of species at the top of
the food chain, and in lab experi-
ments, was found to cause cancer
in certain animals. Hexa-
chlorobenzene will be eliminated
through a strategy based on multi -
stakeholder consultations and
which takes into consideration cost -
efficiency. Dioxins, furans, certain
pesticides, solvents and chlorine -
based fungicides are other ex-
amples of products affected by the
new measures.

stances judged potentially harmful
for the environment or public
health at the provincial, federal or
international level will be examined
systematically.
Once the federal government has
decided to eliminate a toxic sub-
stance, it will be up to the corn-
panies that produce or use it to
demonstrate that it will not be re-
leased into the environment in mea-
surable quantities during its life cy-
cle. Companies will have a limited
time period within which to present
scientific proof about substances
used and the government will make
a final public decision about how to
manage the substance after having
studied all the evidence.
The new measures to manage
toxic substances are consistent with
the Red Book commitment to pro-
tect the environment while sus-
taining economic growth. The
management of toxic substances is
an important part of the long-term
health of the environment, industry
and all Canadians for today and the
future.

Make it clear, concise and easy to read - and no longer
than two pages
The resume should be typed on 8 1/2" x 11" white paper
with enough white space to prevent a cluttered look
Start with your name, address and phone number
Next under a sub -heading "Work History" detail the
previous jobs you've held - in reverse date order
- that is, last job first.
Use' a separate paragraph for each position rnd
. precede it with the dates you held tha,: position.
State the job title, a brief des.:ription of the
responsibilities - and the results you achieved.
The next section of your resume should come under the
sub -heading of "Education". Start with the highest
degree obtained or grade completed, followed by the
name of the institution at which you studied. Follow
this with previous education attainments. At the end,
list any specific instructional courses you have
attended in conjunction with your work.
Under the sub -heading "Affiliations", list memberships
and/or offices held in professional or industry
associations.
