Times Advocate, 1995-05-24, Page 14Elections Ontario Page 14 Tinges -Advocate, May 24, 1995 Municipal addressing home in Middlesex MIDDLESEX - The establish- ment of the County -wide Address- ing Program is nearing completion this year. This system will consist of a municipal name and number for each developed property within the county. All road names have been final- ized and all municipal addresses have been assigned and are nearly ready to be turned over to local mu- nicipalities. Road sign production has started for municipalities within imple- mentation group one. Property signs also have been ordered for group one. These signs and posts will be available during April. Municipalities that are within im- plementation groups two and three may wish to begin installing their posts this month when they arrive. Municipalities will be notified when their posts and signs are available for pick up. There will be further detailed in- formation sent to local municipali- ties in the next few weeks.. There have been several general questions asked recently about the addressing program. These include the following: How involved will the county be- come in the utility locates for local road signs? The County will only be involved in locates for signs along county roads and for intersections of two provincial highways. The local.mu- nicipality is responsible for all oth- er locates including property signs (if required by agencies). The County will provide a list of agency contacts to local municipali- ties shortly. What procedures have other mu- nicipalities followed for locates? Most municipalities that have im- plemented an addressing program have generally used the following procedure for utility locates. Municipal staff mark the pre- ferred location for the sign post with a stake and on a map. The utility agencies are then giv- en a copy of the map showing the preferred site and a time limit (usu- ally two weeks) to inspect the stake location and make any comments. The map showing the preferred corner is useful to agencies so that they can evaluate if they must trav- el to the intersection. Property signs may also require a similar procedure. Some agencies have stated that they will not be involved in proper- ty sign locates due to the large number. Each agency must be con- tacted for your area to ensure com- pliance. What can a municipality do with old road signs? Traditionally out of date signs have been sold for scrap metal. It has also been suggested that old signs could be sold as a novelty item at the municipal office. Some residents may wish to purchase old signs for their concession as a souvenir. How will residents be notified of their new municipal address? Local municipalities will be noti- fying residents by letter of their new address at the same time as the signs are installed. The County will provide the ad- dressing data base (based on the as- sessment role) in digital form for use in a form letter. If a municipali- r ty is not able to accept the digital information the County will coordi- nate with other local municipalities to prepare the letters. What is the procedure for road sign production? The road sign production proce- dure is as follows: I. Road sign list drafted *by County; 2. Road sign list sent to local mu- nicipality for review; 3. Revised list sent for produc- tion; 4. Signs produced and packaged by road and available for pick up at the Central County garage; 5. Sign installation; 6. Any missing or incorrect signs replaced or corrected. What are the estimated costs of road and property signs. The road signs cost is only an es- timated due to the varied size of road signs and the exact number re- quired. A reasonable estimate would have a price of about $100 for a post, two signs and the mount- ing hardware. The property signs are estimated to cost about $15 for the sign and post with mounting bolts. The County will act as a coordi- nation agency providing a form to local municipalities for updating to be submitted on a regular basis. It is 'hoped that by having the infor- mation collected consistently and provided to all interested agencies uniformly it will promote a consis- tent level of information across the County.
