Biddulph plans- history meeting
Another meeting planned because of small attendance
LUCAN - Because of a small at-
tendance at a previous meeting re-
garding the history of Biddulph
township, another meeting ' is
planned for tomorrow night, Thurs-
day at the municipal office, just
south of Lucan on Highway 4.
Township Sesquicentennial cele-
brations arf being planned for the
year 2000.
Councillor Paul Wallis said he
was very disappointed with the re-
sponse to the first meeting and sug-
gested a flyer he sent out to each
ratepayer in the township and this
has been done.
Reeve Earl French suggested that
persons involved with history
books in Usborne and McGillivray

Clerk -treasurer Larry Hotson in
reporting on the proposed budget
for 1995 said it was difficult to
compare the budget to last year be-
cause of the county wide reassess-
ment, but the township's share will
be increasing by about three per-
cent.
Councillor Wallis suggested the
working reserve should be in-
creased by 510,000 to 530,000 as
he feels,"If we don't keep the re-
serves built up we will fall behind".
To this councillor Jim Shipley re-
plied that because of -this reassess-
ment, residential properties will al-
ready be high enough and he didn't
feel that the ratepayers should be
taxed any more than necessary.
It was pointed out that because of
the reassessment, farmland property
taxes will most likely decrease and
taxes for residential properties will
go up.
In a recorded vote Wallis was the
only one to support an increase in
working capital in the 1995 budget.
Council agreed to upgrade the
township computer system at an ap-
proximate cost of $1,104.00. The
new equipment will be used eventu-
ally to replace the assessemnt roll
books.
Councillors Wallis and Barker re -
ported on attending a recent Blue -
water Recycling meeting and said
there are eight new municipalities in
the system and there has been a re-
fund in the 1994 municipal levy of
5169,875. This amount has been de-
ducted proportionally from each
municipality's levy invoice.
Council discussed a letter from
Ted Halwa and Associates regard-
ing the disposal of surplus farm
dwellings.
After this discussion, interested
ratepayer Frank Jorna told council
he would like to sever the house
and a small parcel of land away.
from the parcel he recently pur-
chased from Mr. and Mrs. Torrens.
He said this would not create a
new lot as he would join the re-
maining land to the property he
now owns. Council advised Jorna
that the present township official
plan does not allow severances and
it would be necessary to amend the
• plan to permit surplus dwelligs.
Once the official plan was
amended the next step would be to
apply for a severance and if ap-
proved a rezoning application
would be necessary.
Councillor Shipley felt the prov-
ince may be critical of an amend-
ment so soon after the official plan
has been approved. •
On a question from Wallis, Jorna
said he would prefer not to rent the
house as opposed to a severance
application.
Reeve French suggested that the
matter should be discussed with the
township planner and the Ministry
and find out whether or not the
township can legally restrict its use
for agricultural purposes and relat-
ed farm buildings once a parcel is
severed.
