Changing times means
doing more with less

EXETER - With municipal budgets shrinking and
the demand for recreational facilities growing, rec-
reation centres have been forced to change to keep
astride with the times.
This was one of the issues discussed
at the South Huron Recreation and
Community Centre Board meeting
Thursday evening.
In Exeter, recreation makes up a small
percentage of the total municipal bud-
get, so in order to continue servicing the
many sport and recreational organiza-
tions, the rec centre has had to re -invent
its' role in the community.
According to Recreation Director,
Lynne Farquhar, facility managers used
nor hockey, coach teams and even referee games
twenty-five years ago.
But times have changed.
"A big part of our jobs now are initiating new pro-
grams and activities, soliciting volunteers, and act-
ing as a resource for others," Farquhar said.
Today, the rec centre is helping organizations be-
come self-sufficient so it can spread its services
over a broader range of groups.
"Recreation has been doing this since the 70's -
doing more with less," Farquhar said.
One of the strategies the rec centre has employed
to meet cutbacks has been to replace
paid staff with volunteers.
"We're cutting back trying to do
more with less, and we are expecting
our volunteers to do more for us,"
she said.
For example, Farqhuar said ten
years ago the rec centre used to
schedule the baseball diamonds,
maintain it and help run the leagues
that used it. Today, they schedule the
diamonds, cut the grass and the
groups do the rest.
To save money on expenses, the rec centre works
with other area arenas sharing services and ex-
changing supplies. By working together Farquhar
said large initiatives such as the summer active '95 -
program allow the combined communities to do
more as a group than they each could individually.
"We're taking about people working together and
I think we have worked really well with outside are-
nas," she said.
"We're cutting
back tryingto do
more witless,
and we are ex-
pecting our vol-
unteers to do
more for us,"
