Sealed tenders addressed to The Huron County Board of Education will be received at
the Huron County Board of Education, 103 Albert Street, Clinton. Ontario, NOM ILO,
until 1:00 p.m. on Thursday, May 11, 1995.
A Bid Bond amount of 315,000.00 is required to accompany the tender. The
successful bidder will be required to provide a 50% Performance Bond and 50%

TOWN OF EXETER
CLASS ENVIRONMENTAL ASSESSMENT
EXPANSION OF SEWAGE TREATMENT WORKS
PUBLIC COMMENT INVITED
The Town's sewage treatment facility has reached its design capacity.
To continue to grow, the Town must consider ways to expand the sew-
age treatment works. At this time, the Town is examining alternative so-
lutions to resolving the capacity problem including:
• reducing sewage flows to the treatment facility either through re-
duced water consumption or by reducing extraneous flows to the sew-
ers; • expand the existing facilities; • build a new joint use facility in con-
junction with other municipalities; • limit community growth.
The study is being conducted in accordance with the requirements for
Schedule C projects of the Class Environmental Assessment for Water
and Wastewater Projects. Public input and comment are invited for in-
corporation into the planning and design of this study, and will be re-
ceived until May 19, 1995. Subject to comments received, the Town in-
tends to proceed with defining a preferred alternative to be studied in
more detail.

Hensall Creek does not have the capacity to accept the current dis-
charge without impacts. The Village is examining ways to expand the
sewage treatment facility to service existing and future development. At
this time, the following alternative solutions are being considered:

PUBLIC COMMENT INVITED
It has been identified that the Huron Park Sewage Treatment Plant is
in need of major upgrading and repairs. The Township Is investigating
various alternatives to this work including:
• reducing sewage flows to the plant
• yyppggrading existing facilities
• &ullding new facilities •
• building a joint -use treatment facility In conjunction with other munici-
palities
• do nothing.
The protect is being planned under Schedule B of the Class Environ-
mental Assessment for Municipal Water and Wastewater Projects. Pub-
lic Input and comments are Invited for Incorporation into the planning
and design of the project and will be received until May 19, 1995. For
further Information on the project, please contact the Township Consult -

Bell's hikes opposed
TORONTO - Bell Canada's re-
cently announced plans to seek in-
creases for monthly rural tele-
phone rates and to change for local
calls, has left the Ontario Federa-
tion of Agriculture "furious', says
OFA President Roger George.
"Communication services in
many areas of rural Ontario are ar-
chaic and outdated, yet Bell Tele-
phone has the audacity to suggest
we should pay more for Tess. If
they really want to even out pay-
ment for services, then let's see
them put 'party lines' in urban are-
as. That would be equality," he
said.
Mr. George went on to point out
that many farm operations can not
even equip their offices with some-
thing as simple as fax machines
because the phone service is so ob-
solete." Ontario does not just re-
volve around the urban centres.
Rural quality of life and rural jobs
depend on a communication infra-
struture."
What Bell Telephone has not
considered in its financial calcula-
tions, is the amount of money ru-
ral residents spend on long dis-
tance calling. "In the country, it's
not uncommon for your neighbour
across the road to be in a long dis-
tance calling area," said George.
"let alone your closest equipment
dealer, feed store, or your bank
manager. Long distance payments
rural resident make to Bell more
than subsidizes the current month-
ly rate."
The OFA will seek status before
the CRTC hearing to vigourously
oppose Bell's proposal. In additon,
the OFA is encouraging all rural
residents to contact the CRTC,
their members of parliament, Bell
Canada, and their municipal coun-
cils.
