Handicapped
parking
regulations
to be
checked
LUCAN - Council will be in-
vestigating regulations for handi-
capped parking areas. The matter
was brought up by Postmaster
Vicki Whitters who indicated the
area around the post office was
lacking space for this type of
parkers.
The PM suggested an ideal spot
would be the one directly in front
of the post office.
Reeve Tom McLaughlin report-
ed on a Business Association
meeting held on January 26 orga-
nized by Pat Van Geleuken. He
said, "There was a good crowd
with about 25 in attendance. They
heard what is being done in
Exeter and discussed promotion
of community and business. Bill
Haskett turned over $450 which
was left over from a previous
business association."
Council agreed to pay $ $53.86
for the mailing costs of advertis-
ing the inaugural meeting, but
made it clear this would not be an
ongoing commitment from the
village.
Liqui-Force employees are in
the village this week to complete
the infiltration project. This com-
pany has been authorized to re-
pair a manhole on Albert street at
a cost of $1,665. This money is to
come from the infiltration compo-
nent of Infrastructure money, but
will be over and above the current
contract with Liqui-Force.
Works superintendent Doug
Johnston had reported the man-
hole on Albert street was in a seri-
ous condition which is allowing
six to 10 more times of infiltra-
tion than from a crack.
Johnston was authorized to call
tenders for paving of Duchess
street and instruct Huron -
Middlesex Engineering to prepare
engineering drawings for the
Chestnut steeet watermain loop
project.

may be cut
GODERICH - Huron County's
budget will be presented to council
within the next month and at the
last regular session, there was some
interest surrounding the 1995 roads
budget.
Increased costs in the construc-
tion operations are anticipated due
to the economic recovery and due
to an increase in asphalt cement
prices.
However, roads supervisor Den-
nis Merrall has been asked to bring
back a budget giving options on
cuts to service levels.
"I feel if we keep cutting our
roads budget our roads will suffer
greatly," said councillor Bob Hal-
lam of West Wawanosh Township.
It is planned to budget for a 1995
road levy of $2,515,000 which is
the same dollar amount as 1994 and
will represent an actual reduction in
the mill rate applied to county
roads. A road levy of $2,515,000 in
1995 would be only $15,000 above
the 1989 levy.
Hallam suggested the county take
a look at taking money from other
departments and putting it towards
the roads budget.
"I think there is money in our
budget to transfer money. 1 think
our financial committee should
look in to it," said Hallam.

Council to send letter of clarification

HENSALL - A letter of clar-
ification regarding the appointment
of committee members will be. sent
to the current members of the Parks
and Community Centre Committee
and the Economic Development
Committee.
A complaint regarding a pre-
amble on the agenda of both com-
mittee agendas was the subject of
discussion among councillors Mon-
day evening at the Hensall Village
Council meeting.
Councillor Jeff Reaburn dis-
agreed with the contents of the pre-
amble and the manner in which it
was presented.
"What 1 question was the need
for the item to be in all caps and
underlined at the beginning of the
agenda. Where
in the motion
that we passed is

ence to members

sufficient re-
sponse from out-
side. It's not
there, nor should it be in
da," said Reaburn.
Reeve Cecil Pepper said "maybe
the preamble was partly in error."
The councilors passed a motion to
draft a letter of clarification which
will be read by all councilors be-
fore being sent to the

ing, a motion was
made to include wa-

as part of the Infra-
structure Works Pro-
ject on Richmond
Street South. The project will go
ahead with the re -surfacing of
Richmond Street and replacement
of the 50 year old watermain as
long as the money allows. Other
items in the project include com-
pleting the surfacing of Queen
Street and work at the arena.
By-law 004-95 regarding the
. completion of the Infrastructure
Project was carried by council.
Over 20 signatures were gathered
from York Crescent residents on a
petition to have more street lights
installed in the area. Councillors
agreed that the area is very dark .
The matter will be referred to the
Public Utilities Commission for
pricing and recommendations be-
fore a decision is made.
A few complaints regarding
snowmobiles driving on sideWalka
were addressed by Works Super-
intendent John Baker. No damage
or driving on private property have
been reported. Said reeve Pepper
in jest, "If the works superintendent
didn't clean the roads so well, they
wouldn't be on the sidewalks."
A motion was also passed by
council to allow the Kinsmen Club
to erect a flagpole behind the vil-
lage sign at Highways 4 and 84.
The flag is to be maintained by the
Kinsmen.
The council meeting went in
camera at approximately 9:15 p.m.
to discuss personnel matters.
