Times Advocate, 1995-01-25, Page 28kcal family returns from Saipan Anrew Rees and family spent two years working in Saipan By Heather Vincent T -A staff EXETER - Andrew Rees and family have recently returned to Canada from a two year stay in Sai- pan, a small island 15,000 miles, south of Japan in the North Mar- iannas. Rees served as a missionary tech- nician for Far Eastern Broad- casting. Grace Rees, Andrew's wife, also worked in the office for FEB. Their duties included pro- viding ongoing service and main- tenance to the transmitters which broadcast to Asia and Russia in 23 language. Saipan is part of the Com- monwealth of the United States and was the last Japanese stronghold during the war. The armada which destroyed Pearl Harbour was launched out of Saipan and the ev- idence of this violent past is still visible on the small island. Chil- dren are sometimes found playing stickball with undetonated hand grenades. They are usually damp and of little danger unless dried out thoroughly. 'There are only two seasons," said Rees," the dry season and the rainy season." Much of the Rees' time is spent helping to repair the damage caused by the massive ty- phoons the island endure each year. Called "Typhoon Alley", Saipan is hit with several storms during the rainy season. The small com- munity can receive up to nine months of typhoon weather each year. The resulting damage to transmission towers and roads keeps the Rees' busy. In addition to the constant repair work the family has an open house policy for Americans working in Saipan who become very lonely. •The local people tend to be very "wary of white people," said Rees. The local teachers, doctors, and lawyers are often from North An crican and are interested in do- ing third world relief work in an ex- otic local. Rees has also provided a bible study for inmates at the local prison during his spare time. During their stay in Saipan, the Rees' have made friends with the local people. Rees describes the peenle as, "very warm and friendly, peaceful people." He said they ale very relaxed and don't follow, a clock. "Hang loose," a term often use! by the locals perfectly de- scribes their attitude. This phi- losophy often, "drives Americans crazy," said Rees. "lite culture is matriarchal, land ownership is passed down from mother to daughter. The Rees' found Saipan to be very safe with a very low crime rate. "In this culture your children are perfectly safe," said Rees. PUT OUR EX TO WORK FOR Andrew Rees and family at right have recently returned from Saipan after a two year stay. Although the native Reople are very proud of their society and cul- ture, it is not without its problems. Drinking and gambling, a result of North American influences has caused a break -down of the family unit. This influence has taken away some precious part of the Sai- pan culture. In a survey it was re- vealed that the population con- sumes more beer per capita than any one state in the U.S. The cost of living is very high on the Island and the quality of public education is far behind North American. For this reason and the cost of private schools, Mrs. Rees has chosen to provide home school- ing for her three children, Jonathan, Jessica and Esther. The Rees are currently travelling around Ontario on speaking en- gagements but already have plans to return to Saipan in July of this year. Times -Advocate, January 25, 1995 Page 25 Being cautious won't cost you in Stephen CREDITON - Stephen Township residents need not fear paying a price for vigilance. A township -wide policy over fire calls should not result in bills for homeowners. Stephen council is considering a bylaw to put into place a policy, township -wide, that will bill the property owner for non -emergency fire calls, and non-residents for vehicle emergency calls. The policy is already in place for the area covered by the Stephen Township Fire Department, but the township also has areas covered by the Exeter, Dashwood, and Grand Bend fire departments. Township administrator Larry Brown said the growing trend to re- cover fire department costs has led to this policy. But he said the "non -emergency" clause only refers to automatic alarm systems that malfunction, bringing the fire department unnecessarily. Stephen firefighters are frequently called to the industries in Huron Park for false alarms on the automatic system. Brown said the cost is usually $575 per call, to cover the two-hour minimum wages paid to each volunteer firefighter. Brown said the policy will not apply to a property owner or neigh- bour who calls in a suspected fire, which turns out to be a false alarm. As for billing non-residents for calls to accidents and vehicle fires on township roads, Brown said such costs are usually covered by ve- hicle insurance policies.
