County's Grade 3 students
ranked well in province -wide
testing, stated the Mount Forest
Confederate.
Figures showed 78 per cent of
students scored at or above the
expected range of student per-
formance in reading and mathe-
matics and 82 per cent of stu-
dents • scored at or above the
expected range in writing.
The results are horsed on 99
per cent of students participating
in the assessment. •
Bomb threat at
wedding
GODERICH = A bomb threat
at -a Goderich church delayed a
wedding buffet and sent the call-
er to jail for 30.days. stated the
Goderich Signal -Star.
On April 12, at 4:33 p.m.. Bell
Canada received a call from a
man who said police should be
called because .a bomb was go-
ing -to. go off at the North Street
United Church in 10 minutes.
David Bruce Drennan, 44;
pleaded guilty to causing mis-
chief, which interrupted the law-•
-ful use of property. He will
spend 30 days in. jail. one year
of probation and a five-year pro-
hibition from possessing fire-
arms. ammunition and explo
si ves.
Bruce County
restructuring
decision expected
WALKERTON . - Bruce
County should hear in about six
weeks whether the Ministry of
Municipal Affairs will give its
restructuring proposal final ap-
proval. stated the Walkerton
Herald -Times.
The restructuring issue, which
has been debated for about 20
years. has recently been submit-
ted to the province for approval.
Twenty of the county's 30 mu-
nicipalities endorsed the plan.

ganized into eight new munici
palities in January 1999. •

College in Stratford offers free
one-on-one and group instruc-
tion for adults who do not have
reading, writing or mathematics
skills. -
The college noted there is a
correlation between low literacy
levels and problems such as
poor health. high unemploy-
ment. low incomes and higher
rates of jail time.
Bosnia in
Walkerton
WALKERTON - Some resi-
dents of Walkerton were hired to
act as Bosnian protesters in a
staged demonstration "oppos-
ing" the presence of Canadian
peacekeepers as part of military
exercises. stated the Walkerton
Herald -Times.
Demonstrators protested at a
temporary army base set up in
Walkerton, where soldiers prac-
ticed handling the demonstrtion.

A big thanks. John MacDonald came to the aid of Biddulph
Township when he got the recent call from. administrator
Larry Hotson on whether he'd like to-fraine war memorial
honor .rolls found in the municipal building basement a
couple of years ago. MacDonald, a woodworker in his spare
time and well known for his crafts, did the framing for free
saving the :township hundreds of dollars. "It's just some
'thing ! can do for Biddulph Township," MacDonald said. The
honor rolls hang on a wall in the Biddulph council . cham-
bers.
County's zero -
based budget
battle continues
HURON CTY. - Although Huron
County Council had directed the
county's administration to begin a
zero -based . budgeting process in
November 1996 and repeated the
order in February, the administra-
tion still pleads ignorance of any
such instruction.
Last Thursday at Huron County
Council, Reeve Tom Cunningham

know why.

EXETER - The Town of Exeter
and the Ausable. Bayfield Con-
servation Authority will meet
Wednesday. Dec. 10 to discuss
common ground for the future of
Morrison Dam Conservation Area. .
The dam was built 40 years ago
primarily to provide a water supply
for the canning factory in Exeter.
The town entered into a'"40 -year
agreement to pay 90 per cern of the
construction and maintenance costs
of the dam. The Public Utilities
Commission actually paid the costs
since it had the responsibility of
water supply.
With the agreement ending in
1996 and the town securing water
from the.Lake Huron system for the.
canning factory. Exeter Council
and the PUC informed the ABCA
they would no longer e supporting
Morrison Dam.
The ABCA maintains Exete still
has .some 1 1 . tor the e•m
since it was construe. ed for 1. e
town. _
The ABCA estimates . it costs
$2,000 per year to maintain the
dam structure. The entire conserva-

in user fee revenue. The provincial
grants for the conservation area
have been eliminated.
The reservoir and surrounding
land have become a popular rec-
reation area for local residents. In
1997; Exeter residents purchased
half the season's passes for Morri-
son Dam Conservation Area.
The ABCA would like,the town
and other partners to enter into a
new agreement that would see the
dam and the conservation area
maintained for future use of area
residents.
At Monday night's council meet-
ing, Reeve Roy Triebner, Deputy -
Reeve Dave. Urlin and Councillor
Pete Armstrong offered to represent
the town on the ad hoc committee.

"disregard" the directions of the
county's elected representatives.
County Clerk -Administrator Lyn
Murray reslionded to the 4uestion
by saying it was her understanding
the direction given r by council in
February had been to begin the
zero -based budget process once dhe
province had provided 'information
regarding the cost of downloaded
services to"municipalities.
She said the provincial informa-
tion has not been provided, and ai.
such. she has not reported back to
council regarding a zero -based bud-
get for 1998.
A 'zero based' .• budget would re-
quire the county to look at each of
.its programs and decide whether or'
not they are needed. Essentially,
the county budget would be built
from a base of zero dollars. and
then. as the county justifies each
dollar it plans to spend, the budget
would grow.
Reeve Bill Vanstone of Colborne
Township disagreed with Murray's
. interpretation of the council's Feb-
' -ruary orders. He said he was -one of
the councillors who made the mo-
tion for a zero -based budget and it
did not include any waiting time. '
At the Feb. • 6 meeting, several
councillors raised objections the
county had not initiated a 'zero -
based' budget process as directed
by council Nov. 28, 1996.
At the time. Goderich Reeve Bill
Clifford described the heated dis-.
cussion as "the bashing of depart-
ment heads." After the debate.
council directed the administration
to immediately start the zero -based
budgetary process and the adminis-
tration was told to have the zero -
based budget information ready for
the September meeting of council:
in view of Vanstone's com-
ment's, Murray said she would
look into the matter further and
bring it forward at the Administra-
tion, Finance and Personnel Com-
mittee meeting on Dec. 11.
