Lucan's insurance to go up 4.5%

LUCAN - While it's not a big
jump, Lucan taxpayers will have to
cough up. 4.5 per cent more for the
village's insurance premium.

the changes to their coverage and
what's happening in the municipal
insurance world. •
Insurance will cost Lucan
$47,930 in '97/98 compared with
$45,866 in '96/97. While municipal
liability -Is still -a big factor on why
insurance rates continue to go up,
Coleman said changes in the -in-
dustry and legislative reforms start-
ed by the 'Thunder Bay Initiative'
mean more protection for mu-
nicipalities and more emphasis on
plaintiffs proving municipalities are
negligent before judges rule in their
favor.
Coleman urged council to pass a
resolution endorsing the Thunder
Bay Initiative.. He added rates may
go down if continued developments
get the liability issue .under control.
"It sounds like the judges are
starting to listen and some common
sense is being used," Coleman -said.
Coleman recommended council
include a $2,500 deductible under
their municipal liability coverage
where- there is now none, a move
that would save Lucan $2,600. He
suggested holding the deductible in
a reserve account and pay any legal
expenses out of it.
But administrator.. Ron Reymer
said Lucan would have to paji the
$2,500 deductible for every claim
filed against the village. For ex-
ample. if there was a massive surge
in the sewer system causing sewers
to backup into many homes, the vil-
lage would have to pay the de-
ductible for every homeowner who
takes _ Lucan to court to pay for
damages.
Councillor Rosemary Gahlinger-
Beaune asked who would be -liable
for people that might sue the vil-
lage over slipping and falling on ice
caused on sidewalks from sump
pump discharges from homes in her
neighborhood (Kleinfeldt/Nicoline
area). The water freezes on side-
walks in late fall/early' spring and
two people slipped and fell last.

• "You've got a
problem there, obvi-
ously," Coleman said. "But they've
got to prove where thewater came
.from. It would depend on•the case.

what's prudent...get out there and
fix it-"
Reeve Rob Brady asked .Cole-
man's advice on a proposal to set
up- . an area for teenage skate-
boarders somewhere in the village.
"Our recommendations are ab-
solutely against- those . things,"
Coleman said.
The village would have to en-
force the wearing of proper pro-
lective equipment and meet other
conditions buts' even then it isn't,
protected from liability if someone
gets hurt, Coleman said. Though a
risky idea, Coleman said the. vil-
lage's premium wouldn't go up if a
skateboard area was set up at the
arena or elsewhere.
Coleman said a -common sight in
parks across Canada are under
close scrutiny by the insurance in-
dustry — playground equipment.
He said his • company has rec-
ommended 50 municipalities take
their playground equipment out of
parks because of the liability as-
sociated with youngsters getting
hurt. .
"Playgrounds are a massive fi-
asco," Coleman said.

Deputy Reeve Harry Wraith
asked if rather than a yearly re-
newal, the village can enter into a
multi-year contract. Coleman said
yearly renewals are the industry
norm. -
- Lucan had asked the only other
municipal insurer, O.M.E. In-
surance Brokers Ltd. of Toronto for
a quote but they did not reply.'
Reymer said, adding he thinks in-
surers will move towards locked in
multi-year contracts due to the de-
mand.

may create
historical walkway

Community Care Access
Centre for Huron
seeking new members
CLINTON - The Community
Care Access Centre (CCAC) for
Huron is holding its first annual
general meeting on November 18
at 7:30 p.m. at the Health and
Library Complex on Highway 4,
south of Clinton. "The purpose of
this meeting is to inform the pub-
lic of the work and care that the
CCAC provides to the communi-
ty, and the nature and cost of this
care,"- said Charles Baxter,
Chairman of -the Board. "We will
also elect five new members to
the Board of Directors."
The CCAC for Huron was one
of the 'first in the -province to
form a new Community Care
Access Centre, and became oper-
ational on January' 1.
"Our mission statement is
"Striving to meet your health
care needs" and we need people
from the community to help us
achieve,this," said Carole Taylor,
Chief Executive Officer.
The- volunteer Board of '
Directors hopes, -to develop a
broad-based community involve-
ment -to help with the planning
and management of community
care in Huron County. Presently,
the •CCAC for Huron has 55
members and is looking. forward
to having many more in the
future.
Everyone is welcome to attend
the annual general meeting to
find out more about helping .with
the development of the best
health care program possible for
the residents of Huron County.
