"I'm here to tell you you're not going to dig on my property," Reid said at last week's council meeting. "i have too nice a lawn to have it alt chipped up." --Reid said she has never had water in her basement and therefore doesn't need a sump pump. But Reid lives in the Kleinfeldd Nicoline Streets area•vvhere the pro- gram was set up. Many home- owners in.the area, including coun- cillor Rosemary Gahlinger-Beaune; begrudgingly complied even though tests came up with in- conclusive evidence their founda- tion' drains emptied into Lucan's Sewer system. Since the program was launched last year, flows at Lu - can's sewage plant have dropped dramaticly. Public works - superintendent Doug Johnston said though Reid's line was dry at the time off camera inspection,- his staff did find her foundation drain connected to the sewer system. Though there's a connection, Johnston doesn't know if the drain leaches into the sewer system. If Reid's drain empties into the system, she •has to install a sump • pump under the village's policy. If • not; Reid may be able to avoid put- ting a pump in if council decides to • give her an exemption. . Johnston. offered to test Reid's basement dram by dumping 1,000 gallons of water around her founda- tion to see if any water ends up in• the sewer system. Reid wasn't sold on the idea but did say she would think about . letting John- ston conduct The test. If Reid's home is - hooked up. to the sewer system.. her - basement .will he the only place. a sewer back -up -can go because all other homes have sump pumps. ' Deputy Reeve Harry Wraith argued the building code requires all riew homes to have sump pumps so. Reid's older home should have one mo. Councillor RosemaryGalt- linger -Beaune- countered' ' older homes are another matter. - • - "We're all in this together and we're trying to help everybody." Wraith said. - •. I h you yo going myp Administrator Rrin Reymer said council. can ask the Middlesex - Health Unit to order Reid to dis- connect her foundation drain from the sewer system if she continues to hold out.' Council's last resort would be taking Reid to court to - enforce the bylaw, Reymersaid. 'In other sump pump news, a Wa • ter Si. homeowner has a pump in bad shape that -is dumping into the sewer system. Because she already • has a pump. she can't qualify for the $1,500 grant to install a ..new one under 'the village's program. The owner also can't afford .to redirect the discharge from the pump. Reeve Rob- Brady - said the homeowner should he . eligible for some money to disconnect her pump from the sewer system, but public works superintendent Doug Johnston said about 40 other home- owners in a similar situation to this have already been turned down- for new pumps. _ "We have rules here and we have to say no to the lady," Wraith said.
