Biock Parents: The safety of
children starts on the streets
More Black Parents are needed in Exeter

EXETER • - Students in area
!schools got a refresher course on
the Block Parent Program last
week as part of Block Parent
Week. Lois Godbolt of Exeter and
Ontario -Provincial Police Con-
stable K.D. Prickett toured the
schools to talk about the number
one child safety .program in Can-
ada.
Block Parent homes have three
main purposes. They are a safe ref-
uge -for -children, seniors and -teens
when a need arises to help if they
are bothered by strangers, or are
sick, injured, being bullied. lost,
alarmed by animals or caught in se-
vere weather conditions. .
"A Block Parent sign in the win-.
dow Icts children know that a safe
stranger or Block Parent is home to
provide help. All Block Parent ap-
plicants are screened by the police
hefore a sign is issued to them,
said Godbolt, adding the sign is put
in the. window only when residents
are available to help.
The sign also acts as a deterrent
to potential offenders who realize
the neighborhood has its own safe-
ty support system. .
`'It says we are protecting our
children. We recommend at least
two signs to a street. There' is also a
rural program in Stephen and Us-
borne Townships. It works similar
to the sign in the window but decals
are also put on each side of the
mailbox to let people know that a
Block Parent lives there," Godbolt
said.
The Block Parent Program ed-
ucates children about how to be
knowledgeable in protecting them-
selves, giving them the confidence
to say "No". Parents
are encouraged to

proximately 135
block parent homes
throughout Exeter
and six businesses in
the core area. She would, however,
welcome more Block Parents say-
ing she would like -to have at least
two homes per block, especially in
the areas to and from the schools.
Block Parents are also needed
downtown and west of the railway
tracks.
Block Parents are not expected to
provide food, drink, toilet facilities
or transportation, administer first
aid, leave their home to break up a
fight or open their door to anyone
if they feel uneasy about the situa-
tion. They assist people in distress
by telephoning the appropriate
emergency service such as police,
fire or ambulance if necessary.

cooperation from- the schools, the
police and people
who ---volunteer as
Block Parents.

Waste Reduction Week from November 3 to 9
HURON COUNTY - November
3 marks the first day of Waste -Re-
duction. Week and the Bluewater
Recycling Association strongly en-
courages individuals to begin
"thinking outside the box."
This, is the theme of this years
event, which refers to moving be-
yond blue' box recycling in our
homes towards reduction, reuse and
recycling in all facets of our lives.
This Ontario -wide week educates
society about waste and encourages
Tess wasteful behaviour through the
three R's...reduction, reuse and re-
cycle. Waste Reduction Week is
hosted annually by the Recycling
Council of Ontario.
Each day of thc week has a cor-
responding theme, which serves to

Thieves broke into Bainton's Old
Mill in Blyth and stole about 20
leather coats worth approximately
55.000. The break-in took place on
October 18 at 6 a.m. A vehicle with
a noisy muffler was used, possibly
a 1992 Plymouth. Licence 314
RXN. A few minutes.later the
Auburn Co-op was broken into and
three subjects were seen getting
into a car with a noisy muffler.

Crooks broke into a residence on
Con. 4. Usbornc Township on
October 20 and removed some
stereo equipment. Stolen was a 25
inch Sanyo television, Sharp VCR.
and a car stereo tape deck.

highlight some important issues
surrounding waste reduction -and
how we can incorporate these in-
itiatives into our daily lives.
The first day, Nov. 3, begins with
three R's awareness, which through
the proclamation of Waste Re-
duction Weck by local municipal-
ities attention will be brought to
these issues.
Tuesday is three R's education,
which the Associationhas tried to
do year-round through the develop-
ment of a web site (http://
www.bra.org). Bluewater encour-
age those who have not had a
chance to sec the plant to use this
week as a reason to come out.
Wednesday is gardening and the
three R's. Use this day to find out
more about your backyard and mu-
nicipal composting, grass recycling
and growing your own food.
The theme for Thursday is pur-
chasing and the three R's. While
out shopping think about the type
of peoducts you purchase (dis- -
posable vs. reusable, recyclable vs.
non -recyclable) and associated
packaging waste. Further in-
formation on this issue is available
in a brochure which thc Associa-
tion has produced.
Friday is home maintenance and
the three R's. which residents are
encouraged to think about the three.
R's as part of home maintenance by
considering the safe disposal of
household hazardous waste.
Saturday is exchanging and reus-
ing Day. Why not hold a neighbor-;
hood garage sale, or organize a col-
lection drive for rcuscabte sports
equipment. clothing,- toys, books or
records in partnership with a social
service agency?
And lastly. Sunday's theme is lit-
ter and the three R's. Residents can
help maintain community pride by
organizing litter clean-ups while
raising awareness of the potential
harm litter can pose.
There are many things people can
do to reduce. if not eliminate the
amount of waste that is generated.
The Association encourages every-
one to make a conscious decision to
incorporate some if not all of thc
themes of Waste Reduction Weck
into their daily lives.

Committee recommends Exeter
transfer road responsibilities

EXETER - On Monday night, the
Town of- Exeter Committee of the
Whole recommended to Exeter
Council that the portion of Thames
Road (formerly Highway #83) and
Highway 4 within the town limits
be turned over to Huron County.
With this agreement, Huron
County would assume 100 per cent
of the maintenance costs for the
two roads. As well, the county
would cover the capital costs of
Thames Road as well as any capital
costs not covered by the province
for Highway 4. The roads would be
maintained to "County standards"
consistent throughout Huron
County.
Public Works Manager Glenn
Kells clarified the town would in-
voice the County for any work the
town would do on the roads once
they were passed on to the County.
At the October 20 Council meet-
ing. council was at a stalemate on
the issue.
On one hand, Deputy -Reeve Roy
Triehner was whole-heartedly in
. favor:
. "We have everything to gain and
nothing to lose." said Trichner.
adding, "I don't understand why
we wouldn't jump at this chance."
Reeve Bill Mickle was ve-
hemently opposed to the proposal.
"if you give them (Huron.
County) an inch, they'll take a
mile;" cu ; ►asized Mickle who
was cont., iced about giving the
county any authority within Exet-
er's limits. '
When Councillor Robert Drum-
mond asked how. Exeter could;.en-
ter into an agreement with the
county on a provincial highway,
Exeter administrator Rick Hundey
replied the province "doesn't really
care" who the agreement is with.
On-- a vote at the `Oci<ibcr 20
meeting; council reached a draw on
two motions that would see Exeter
turn the roads in question over to
the county.
On Monday night, however, rec-
ommendations were passed to. turn
the two roads over to the county.
These recommendations will be
presented to next Monday night's
council meeting.
