Terry Fox Run a success
Money for the Terry Fox Run sup-
ports cancer research....
Dear Editor;
The 1997 Terry Fox Run in Exeter was an unqual-
ified success. Forty-seven participants completed
the run that began in MacNaughton Park. Although
the results are only preliminary we anticipate a sig-
nificant increase in funds raised over last year.
The run would not he a success without the sup-
port of our local sponsors. These include Seip's val-
umart, The Times Advocate, New Orleans Pizza,
ReMax Real Estate, McDonalds and Exeter 1 Hour
Photo.
Money raised for the Terry Fox Run supports can-
cer research. The great results of the September run
are due to the efforts of our wonderful participants
and their many supporters. Congratulations!

Highway 83 deplorable
Its no wonder our government
gave it back to us....

Fifty years ago our M.P.P. the late Dr. R.H. Tay-
lor was very instrumental in having Hwy. 83 (for-
mer). rebuilt. h was one of the best built highways
in Ontario, probably the most expensive too. It has
been a line stretch of road connecting highway 21
and Thanes Road. -
Little has been done to this road since. At this
point in time it is not fit to be. called a highway. It's
not a good road to drive on. it's no wonder our pro-
vincial government gave it hack to us. I have given
my viewpoint to Helen Johns M.P.P. Huron with no
answer.
Without any apparent input from taxpayers the
road name has been changed to Thames Road, no
wonder its disrepair rates it behind our county roads
and some of our township roads as well.
Sideroad conn. 14 Hay, township road is an exam-
ple of a good road with (paved), little or no provin-
cial interference or assistance, so 1 rate Thames
Road W. as a secondary road. Preventive mainte-
nance would have kept this formerly wonderful
highway from its deplorable state.

A councillor's view
Dear Editor:
In view of the controversy con-
cerning the suggested Town/PUC
merger, I would like to take this
opportunity to clarify the issue as
see it from my perspective.
Through downloading and the
elimination of grants, the Province
has created a serious financial prob-
lem for the town. The full extent of
the financial shortfall will not be
known until April of 1998. However,
preliminary estimates suggest -that we
as taxpayers could be facing an
increase in the order of $150.00 per
100,000. of property assessment. For
example, a residential property
assessed at 150,000: could see a
$225.00 increase in annual property
taxes. As your elected representative
there is no doubt in my mind that you
would expect Council to explore
alternative solutions as a means of
minimizing property tax increases. To
do otherwise would be a betrayal to
you the electors.
During 1996, in response to this
financial threat, Council decided to
explore two options as possible solu-
tions:
1. Amalgamation with neighboring
municipalities.
2. Internal restructuring (Town of
Exeter only)
To allow a comparison of•potential
savings both options were to be stud-
ied simultaneously. Given that the
Town and the PUC are public entities
providing services to the citizens of
Exeter, we reasoned both should be
included for analysis under the inter-
nal restructuring initiative because it
receives no Provincial grants or local
tax dollars does not wash. Whether
you are paying a property tax bill or a
hydro bill it's still money coming out
of your pocket. If effective and sound
cost saving measures can be found
then you, as the stakeholder, should
benefit accordingly. Keep in mind it
is the Commission's responsibility to
provide an effective service at the last
possible cost. The internal restructur-
ing option was discussed with the
PUC and they agreed to jointly partic-
ipate in the engagement of a
Consultant. This should clarify the
misconception regarding the owner-
ship of the Consultant's report. It is a
joint Council/PUC report.
Highlights of the Consultant's
report, have recently been reported in
the TA and as the reader knows, the
report recommends a merger of the
PUC with town functions. To be more
precise it suggests a staff merger
mainly on the administrative side
excluding linemen (outtide'workers).
A Commission would still manage
the hydro operation as it now does.
The report also recommends a reduc-
tion in the number of outside linemen.
However, it is important to under-
stand that a Consultant's report is
simply a report of their study findings
as they sce it. It is up to Council and
the PUC to discuss, validate and
ensure that the recommendations are
appropriate. After all, we and not the
Consultant are responsible for our
decisions. Unfortunately, this discus-
sion and validation process has not
taken place. The PUC Commissioners
have, for their own reasons, been
reluctant to proceed with the required
analysis.
This impasse with the PUC has
placed Council in a difficult position.
We have been denied the benefit of
the PUC's knowledge and experience
of the hydro and water operations in
any analysis of the Consultant's
report. To proceed on our own would
be folly. Despite the PUC resistance,
what do we know? Well we know
that the Consultant's report suggests a
potential savings in the order of
$200.000. as it rflates to the merger
recommendation. We also know that
other municipalities such as
Goderich, Grand Bend, Clinton, Elora
and Southampton have or are consid-
ering the merger of their PUC opera-
tion with town functions. This infor-
mation
suggests that there is merit in
PUC operation with town functions.
This information suggests that there is
merit in pursuing the merger option
on the grounds that it may benefit
both the taxpayer and the PUC cus-
tomer. Given the potential economic
benefit on the one hand and the
PUC's resistance on the other,
Council felt that they had no option
other than to petition the Province to
restructure the PUC to allow for the
appointment of Commissioners as
opposed to the election process. This
will allow Council to appoint
Commissioners who would be willing
to undertake the required analysis of
the suggested Town/PUC merger in a
logical and objective manner. The
effective date of this change will be
January 1. 1999. In the meantime the
analysis of the suggested Town/PUC
merger is on hold. We have, for now,
lost the opportunity to explore innov-
ative and creative solutions which
may possibly benefit the PUC, the
town and its citizens.
As a former Commissioner, 1 readi-
ly concede that the PUC is a well run
organization, but that does not mean` '
it is above efficiency improvement.
To think otherwise is very naive. I
believe that change within the PUC is
inevitable. The question then
becomes, is a Town/PUC merger
appropriate given the external influ-
ences such as the pending deregula-
tion of energy supply, possible.
municipal amalgamations and the
state of confusion which surrounds
Ontario Hydro. The point here is that
it is a complex issue requiring serious
debate and discussion to avoid costly
mistakes. Apart from Hugh Davis'
letter to the editor, most comments
concerning the proposed merger that 1
have read or heard are unsupported
emotional responses probably born
out of a Turf Protection attitude. It is
not good enough to say "it has served
the community well, so leave it
alone" or even worse that over-
worked cliche "if its not broken why
fix it". in this day and age we can ill
afford to make business decisions
based on emotional responses.
The Provincial Government .with
its reform policies has created mass
confusion for municipalities. During
the last two years within the County
of Huron there have been numerous
scenarios for various forms of munic-
ipal amalgamations including a
Huron/Perth county wide PUC merg-
er. At this point "what is best" is any-
one's guess. In tight of this confusion,
I often hear the comment "maybe we
should wait." Perhaps so, but the dan-
ger is we could face a forced decision
that may not be in the best interest of
our Town. Despite this state of confu-
sion, at some point decision makers
have to rationalize a position, set a
direction and move forward. it is
unacceptable to sit bn our hands.
For the record, my support for a
Town/PUC merger is dependent on
how well the proposal meets the fol-
lowing criteria:
a) it must make sound business
sense.
b) A significant economic benefit
must be demonstrated.
c) PUC/Town service levels must
not be unduly jeopardized.
In closing, l suggest it is premature
for anyone to take a position either
for or against a Town/PUC merger.
At this point in time, we simply do
not have the benefit of sound analysis
and deliberation.

Reforms needed in education
"...I'm going to throw all 100 per
cent of my support behind this gov-
ernment."
Dear Editor:
I'm writing in response to Amy Jordan's
September 30 letter to the editor. She said she was
writing to express a student's view on the issue of
education reforms. I'm a Grade 9 student at St.
Michael and her views are certainly not mine.
Fact: Ontario high school teachers spend 3.75
hours of their working day in the classroom. The
national average is 4.5 hours.
Fact: Only 50 per cent of Ontario's students
passed the third international math tests and approxi-
mately 55 per cent passed science tests. That's the
lowest in the country,
Fact: Ontario spends the most per pupil in the
country but is still getting a failing grade. Why?
Fact: In 1996, the Ontario teachers' pension fund
sucked $943 million from the Ontario government's
budget. That's enough to build 70 elementary
schools.
Fact: 27 per cern of all students will drop out
before graduating high school.
Fact: Among those who do graduate high school,
as many as one-third of them will fail math and liter-
acy tests.
Fact: Ontario is the only province that still has
Grade 13.
Fact: 45 per cern of the education personnel we
pay for don't teach.
Fact: There's far too much fat and waste in the
system (i.e. Teachers' pension fund, $100,000 plus
salaries and perks, etc.).
These are the facts. Indisputable and unchallenged
by Ms. Jordan and even by the unions. The scary
part is that this is only the tip of the iceberg which is
why I'm going to throw all 100 per cent of my sup-
port behind this government.'
if the teachers are truly fighting for us and not for
their fully indexed -to -inflation pensions and perks
then why in the world would they want to fight the
government to the bitter end and strike, depriving us
of our education?
-If they really wanted -us to get a good education,
then why wouldn't they sit down peacefully with the
government, keep the schools and their minds open..
To directly answer Ms. Jordan's question, she
asked "who will be the creative thinkers and leaders
of tomorrow?" The answer to that question is the
Alberta students who beat us by a country mile in
test results. `
She also stated that "the vast majority of teachers
spend countless hours providing services for stu-
dents without asking for extra pay." She was talking
about 'the government's reform to teacher prep time.
Alberta's teachers have less planning time and they
too provide extra -curricular activities.
The bottom line is simple. Our education system
is broken and it needs reforms.
If the teachers do strike, it will prove only one
thing - the desperate shape our education system is
really in.
