Ride for MD
Brenda Murray of London was one of about 60 riders who braved the heat and thun-
derstorms Saturday afternoon to participate in the 5th annual Muscular Dystrophy fund-
raiser motorcycle ride. Although the participation was only about half of last year's turnout,
the event. raised approximately $3,200. • The 100 -mile ride ran from London, through Dor-
chester, Lakeside, St. Marys and ended at Gar's Bar and Grill in Exeter.
Restructuring order passes
EXETER - Alter several minor amendments Exeter Council adopted a
restructuring order regarding the Hay. Township/Exeter boundary. adjust
• mens and reconsitution"of the Public Utilities Commission: Support for
the order: is anticipated from both Hay and Huron County councils and
. will then he submitted to the Ministry of Municipal Affairs forapproval.
The order outlines the land; including all ol'.Walper Street, to he annexed
by Exetereffective'Jan. 1 1998. The reconstitution of the PUC to "c:reate
cost= saving opportunities•"%will be effective Jan. 11999: According to the
order employees formerly with the PUC will be employed by the Town of -
Exeter or the Hydro -Electric Commission of the Corporation of the Town
of Exeter.
' Municipal restructuring •
Council will attend a Sept. 18, 7 p.m. meeting at the Camlachie-Optimist-
Hall. The meeting is being organized. by Lambton County so municipal
. representatives from -Huron andMiddlesex•canmeef in -light of information-
from the Ministry of Municipal Affairs indicating Minister Al Leach fd-
vors an amalgamation that includes portions of all three counties..
Health Promotion Plan
-Kelly Gillis and Janet Hook of the Huron -Perth .District Health Council .
attended Monday's meeting to provide information on a report calling .for
the integration of health promotion in the community.
Although council is interested in creating policies that promote a healthy
community. many members fell the DHC'is not dealing with issues such as -
Lake Huron wator quality that most directly concern Huron's residents:
"To me that's a far more important health concern," said Deputy Mayor-.
Dave Urlin, adding the issue should be discussed further at a committee •
meeting.
"My gut feeling is it (thc HPDHC) puts another group of people between
- . the public and the politicians." said Reeve•BillMickle who explained Hu-
ron was one of the last regions to get a DHC in order to have access to
" funding. ,

Lambton County
initiates aid
LAMBTON "COUNTY Lamb-
ton Warden John Kowalyshyn re-
cently announced the establish-
ment of Automatic Aid for fire
services in Lambton County, ef-
fective at midnight Aug. 31.
"Automatic Aid•changes the tra-
ditional approach in order to short-
en the time taken to place fire-
fighters at a fire scene. This
program will be especially im-
portant in areas outside of the City
of Sarnia." states Kowalyshyn in a
press release.
Traditionally the local fire de-
partment which -covers -the -area of
the fire is dispatched first. When it
arrives at the fire scene, it may re-
quest _ assistance from adjacent de-
partments under mutual aid agree-
ments. It is essential to get
firefighters to a fire scene as quick-
ly as possible because fires spread
so rapidly. However; the local fire
department may not always be the
closest because of fire area boun-
daries. Previously there were no
othcr alternatives than mutual aid.
Now that a system of unified fire
:dispatch has been established for
Lambton County at the Central
Ambulance Communications Cen-
tre in Wallacchurg, it is possible for
a dispatcher to determine which is
the closest fire hall to a tire scene,
regardless of the defined local fire

fire department is dispatched, tak-
ing over the management of the
fire when its arrives.
The program will provide equip-
ment andfirefighters; particularly
at the • outer extremities of mu-
nicilittlities quickly, which is not
practical due to limited funding.
Automatic Aid is hoped to make
the most efficient use of existing
resources and save on future costs.
The system will not be in .opera-
tion withing the City of Sarnia or
the -Village -of-=Point-.Edward-and
will only apply to structure fires
throughout the rest of thc county.
It may he possible to expand the
program in other emergency re-
sponse areas in which the fire ser-
vices are involved.

Two charged
with
possession
GRAND BEND - Police in-
vestigated the discovery of con-
trolled substances located in a
vehicle on Eilber Street in
Grand Bend on Aug. 16. -
Officers .Checked a vehicle
that was being operated.in a sus-
picious -manner in the village.
The 18=year-old-fetnaledriver-
of Woodstock. Ontario, was
taken into custody for operation
of a vehicle under the influence
of alcohol. Police located liquor
and suspected drugs in the vehi-
cle. -
The,driver-and 32 -year-old;
passenger from Stratford. Chita-
,
rio will appear in Sarnia Pro-
vincial Court on Sept. 17 to
speak to charges of possession
of a controlled substance.
Huron -Perth director will
help restructure education

Education Improvement Commission in Toronto

ST.MARYS - Huron -Perth Separate School Board
Director Dr. James Brown has taken what he calls a
once-in-a-lifetime opportunity. •
Dr. Brown has accepted the position of Director of
Policy and Research with the Education Improve-
ment Commission (E.I.C.) at Queen's Parkin To-
ronto.
He left the local board to join the Commission mid-
June and will stay at his new job for just over two
years, until the end of August 1999. -
"It's a special project," Dr. Brown explained in an
interview with the Journal Argus. "This is the com-
mission led•by Dave Cooke."
His expertise in rural education led him to apply for
the directorship. . -
"I felt that somebody working for this Commission
should have experience with the school situation- in
rural Ontario,"' he explained. "Otherwise, the danger
was that it would all be filled with people from the
Metro area who wouldn't really understand what's
going on the rural school systems."
Dr. Brown, who has a doctorate in. education from
the University of. Toronto, brings an abundance of
experience to the EIC: •
"I've . been a department head, a vice-principal, a
principal, an assistant superintendent ... I've been in
curriculum, I've been in research, personnel .:. I've -
covered just- about all the bases. 1 was a super-
intendent when I was in Eastern Ontario, and, of
course, a director in southwestern Ontario. . •
"I have a lot of experience with policy, obviously,
because of my work with the school hoard, and i
have a lot•of experience with research, He worked
for the Ontario Institute of Education, and was the
head of the.research department for the Metropolitan
Separate School Board."
It's all been focused on education and education'
improvement," he noted, _ • Argus.
The students in Huron -Perth are still very much a
priority for Dr. Brown.
"1 haven't lost interest in Huron -Perth, or in Cath-
olic
atholic education, and I'm certainly still interested in
what's happening in the rural areas of the province. I
bring all those dimensions here, and hopefully it
helps to balance .the perspective that comes from
people with a lot of big board experience." -
As director of the Huron -Perth board, .Dr. Brown
says he and his staff were committed to continuous
improvement in education.
"I believe very strongly that education can improve
.. not to say that schools are doing a bad job, but
nobody's doing a perfect job and you can always im-
prove." - . _
• So to have a chance to work here at the provincial
level in terms of looking at how education can be re-
structured and improved, it's a once-in-a-lifetime op-
portunity. "
Everybody wants to make a difference in whatever
we do, so this is a -chance •for me to make a differ
ence," he said. -
Former superintendent Gaetan Blanchette has' been
named the new Director of Education .for the Huron -
Perth Separate Board. It remains to be seen whether
Dr. Brown will return .to the Huron -Perth Board in
1999. •
"I'm seconded, so technically at the end of the two
years, I go back. But -at that point I'll have to decide
, where my life's going to take me because I.will be
,eligible to retire."'
Dr.
Dr. Brown was sorry to leave the many people he
worked with and for. in Huron and Perth counties
during the last seven years.
"I'm already missing them, so I:hope that folks will
notice that I'm not there, and I .hope people re -
'member -me better than to simply say, `Well, I won-
der whatever happened to_old what's -his -name.'"
