At the final meeting before the three-month summer recess, Board Director D.J. Cochrane presented a motion that, if approved, would permit principals or teachers in schools under the board's jurisdiction to ad- minister medication to students providing certain measures are followed. The last provision in the director's motion read that "In no case shall a principal or teacher dispense any medication wherein surgical tools or equipment are required" including the administering of needles. Problems with such a )olicy arise in the example if a student who is allergic to bee stings but gets stung at the school Some members of the board were concerned that with many Huron County elementary schools located in rural areas where fields of plant life attract bees, susceptibility to the bee sting is increased. Board Trustee Dr. J.C. Goddard explained that those victims allergic to bee stings must be treated within 10 to 15 minutes of the stinging. The victim is treated with adrenaline which has only to be injected by needle under the skin to take effect. The doctor said that too little of the medication is not effective, while too much adrenaline can kill a child. "According to the severity of the reaction," he said, "this is not a decision for the layman to make." The board's dilemma: does it take the risk of authorizing lay personnel to administer potent medications, or does the board risk getting the victim into the proper medical hands within 15 minutes of a bee sting. Trustee Murray Mulvey noted that most elementary schools in the county are more than 10 minutes away from the nearest hospitals and said too many lives are jeopardized in a road race against time. Dr. Goddard said it would be difficult to instruct principals as to proper dosages due to the varied reactions of each victim. The board decided that all but the final provisions could be approved, and opted to hear the legal advice before approving the total package. Board Director Cochrane informed the board that the elementary schools do not retain nurses on staff, but rather await the periodical visits of the public health nurses. When money talks these days, it's probably asking what happened.
