before the judges. On Sun-
day, the Bluewater Kennel
Club held a Sanction and
Obedience Match at the
Bayfield Arena.
From the entries in the
many recognized breeds of
dogdom, the club officials
smoothly staged a match
which brought the final six
group winners of the day
together to compete for the
always coveted Best in
Match award.
This went to an Airedale
puppy owned by Allan and
Carole Preece of Centralia.

nuclear) incendiary weapon, for similar but less
devastating results.
It was frustrating and pointless to have all your
troops blown off a wargames table by the dropping of
one bomb. (It did tend to speed up the games though,
and was eminently satisfying if you could be first to
drop the bomb.)
The, bombe like Colonel Colt'srevolvers a hundred
years ago, is a great equalizer.
The point of arms limitation is for all arms tobe
limited to abolish all forms of war.
It is dangerous for the west to limit itself to a con-
ventional war it cannot hope to win.
Nobody, not even this writer — 1 study war as a
history, not as any form of planning for the next one —
likes the bomb.
It is silly for us to agree not to nuke them, if they
won't nuke us, when both they and us, know they can
beat us at the original game.
Nobody likes the bomb. Nobody's too fond of
bullets either:..
School budget up,
Enrollment declines
Continued from front page
ing in the elementary panel
until the pupil -teacher ratio
reflects limitations set out in
the collective agreement.
The board also delayed the
phased implementation of
special education instruction
as outlined in Bill 82. A
special education program is
in place in the county, but
the board has until 1985 to
bring that up to Bill 82
specifications.
In reviewing the overall
budget, effectively, the cost
of instruction per pupil has
risen by 17 percent over last
year. Enrolment is declining
by a rate of 2 percent per
year and teacher's salaries
were up by an average of 15
percent. •
Board vice-chairman,
Bert Morin said the cost of
education will continue to
rise until something is done
to broaden the industrial tax
base in Huron County.
"People have to stop pay-
ing lip service to getting in-
dustry in this county," he
said. "We need more in-
dustry and more people to
carry the tax load."
The board briefly touched
on a different method of
collecting taxes but
Cochrane said a decision on
whether the board will
collect education taxes
more than twice yearly, will
be made in the fall More
frequent collection would
save the board about $250,000
annually in interest and
carrying charges.
