sort of problem since the
Authority's formation,
whatever future programs of
flood control and erosion
control the Authority •will
carry 'out in future in Port
Franks should be made clear
to the Authority mid -way
through 1981.
The Port Franks flood-
plain administration study
will also offer the
municipality most of the
technical background for its
Secondary Plan Grand Bend
has indicated- it will work
with the Authority to in-
vestigate the remaining
erosion problems along the
river.
Though 1981 funds were
insufficient, (he proposed
slope stabilization study
would detail all causes and
types of erosion problems
and both preventative and
curative measures to
minimize property damages.
What should be the last
remnents _ of the floodline
mapping needed in our
watershed will be completed
and the Authority's Fill and
Construction regulations put
into effect in 1981.
A computer-based • flood
forecasting system was
approved by the Authority in
1980 and will be completed in
1985. A good deal of progress
has been made in the _.past
year setting out Land
Acquisition needs for all our
existing Conservation Areas
and major management
areas such as the Hay
Swamp and the Ausable
Gorge. This work 'will be
completed in the spring of
1981.
By the first half of 1981, a
.detailed erosion inventory
over the entire watershed
(as background for the'
Watershed Plan) The plan •
will enable the Authority and
the municipalities alike to
determine where, whether,
and when public funds might
be brought to bear upon
these problems.
The basic concerns of flood
control and erosion control
should therefore be well in
hand in the watershed in the
short run. This leads me to
be optimistic that before
long the Authority can
concentrate significant.

and do not pass on down-
stream as much of the costs
of poor water quality and
sediment as they presently
do.
This watershed of 42,000
residents relies more heavily
upon the welfare of its farm
operators _ and; the
agricultural industry
generally than any of the 39
Authorities in Ontario. As a
public agency, the Authority
can provide a general
support to this industry by
delivering a comprehensive
soil conservation and rural,
water resources program.
It would, be a mostlogical'
goal for the Authority to
work toward having the most
advanced program of this
type of any Authority, as
indeed we once had in the
1960's. With all farm groups
from the watershed -'being
amongst Ontario's strongest
or healthiest, the Authority
can be assured of having no
shortage of partners to -work
with on local projects."

Varna 4-H
The third meeting of the
Varna 4-11 club was held at
the home of Kate Keys on
Monday, Feb. 16. We recited
the 4-H motto and read the
roll call, then decided on the
colour of our book covers.
We read over our lesson
and did a quiz on pressing.
The beginner sewers made a
dart sample. One of our
leaders showed us how to
make gathers.
We cut out our material
and decided our next
meeting would be on Feb. 23
at Sandra Turner's.

Golden Glimpses
What a relief to see almost
all of our snow disappear in
such a short span of time.
Now our residents will be
able to get out whenever the
opportunity arises.
Films were shown on Mon-
day evening followed --by
refreshments. Offers from
anyone, who might be going
to Goderich on Tuesdays or
Wednesdays; to return " our
films would be greatly ap-
preciated.

I Am Not Old
I am not old, though folks
may say
That I am aging every day;
Though I am weak at times,
I know ,
That in my weakness I can
go
To Christ who strengthens
me, and so
I am not old!
darkest way,
,Still guiding that I might not
stray; -
And so I still can safely say
I am not old!
I am notold though up in
years,
Life's twilight holds for me
no fears,
Because- I know my destiny
And that my savior waits for
me,
To renew my youth, and so
you see
am not old!
I am not old though this old
shell
Of mortal clay in which I
dwell
Shall fall when trials of
earth are o'er, •
Yet, I within shallupward
soar
And go on living evermore!
I am not old.
