No such thing as 'face value'
"Once upon a time there lived a little girl called
'fed Riding Hood. One day her mother asked her to
:ake a basket of fruit to her grandmother, who lived
done in a cottage in the forest.
"It happened that a wolf was lurking in the
)ushes and overheard the conversation. He decided
o take a short cut to the grandmother's house and
-et the goodies for himself. The wolf killed and ate
he grandmother, then dressed in her nightgown and
amped into bed to await the little girl. When she
rrived, he tried to grab her. But this frightened the
7hild and she ran screaming from the cottage.
"A woodcutter heard her cries and rushed to
he rescue. He killed the wolf with his ax, saving
i,ed Riding Hood's life. All the townspeople hurried
o the scene and proclaimed the woodcutter a hero.
"But at the inquest, several facts emerged:
"The wolf had never been advised of his rights.
rhe woodcutter had made no warning swings before
striking the fatal blow that killed the wolf. The civil
liberties union stressed the point that, although,the
act of eating grandma may have been in bad taste,
the wolf was only `doing his thing'. A 'student
organization contended that the killing of grandma
should be considered self-defense since she was
over 30 and, therefore, couldn't be taken seriously
because the wolf was trying to make love, not war.
"The woodcutter was indicted for aggravated
assault with a deadly weapon, his cottage burned
down and, after a year went by, grandma's cottage
was made a shrine for the wolf who had bled and
died there.
" At the dedication, Red Riding Hood said that
while she had been selfishly grateful for the wood-
cutter's intervention, she realized in retrospect that
he had overreacted, then knelt andplaced a wreath
in honor of the brave dead wolf."

Conservation
authorities: out of
touch with the times?
The Ausable-Bayfield Conservation Authority are
having difficulties over the addition to the community
park. "That's not news but that too is reality," might
,sbe the response of one respected member of the media
if he was not totally aware of what has• been taking
place for the last ten years.
From a local standpoint, this entire park business
has been one big pain in you -know -where and it's about
time the village and the Authority got their act
together.
As you're well aware the- latest episode in the
story titled "Golly gee it sure would be nice to have a
park to replace the swamp" concerns who is going to
foot the bill.
Many moons ago the ministry of natural resources
would pay for 75 percent of capital works projects of a
recreational nature with the Authority determining
the allocation between the municipality and the
Authority for the remaining amount.
It was also many moons ago that the village coun-
cil of the time deemed it would be nice to have some
revamped park facilities near the arena and that it
would also be nice if the village received some real
benefit for the dollars which they have forked over to
the Authority.
Almost 10 years later there is finally a picnic
pavilion, some cleared land, a couple of toilets and a
nature trail.
So far so good but the simple fact of the matter is
that by this stage in the game each party should know
the cost split.
According to Zurich's clerk -treasurer she has no
record of who -would -be -responsible -for -what aside
from the fact the village would be responsible for the
maintenance. Council mentioned they believed they
would be responsible for. a portion of the capital costs
but not an amount close to $10,000 which could be the
village's final share.
Irrregardless of who is at fault it's time for
Authority manager William Mungall to make another
appearance before council and try to explain what has
been taking place.

In recent months the local conservation authority
has become embroiled in a number of controversial
issues ranging from the park matter in this communi-
ty to problems of cottagers in the Port Franks area.
In both instances the Authority has handled itself
very poorly and in the case of the Port Franks situa-
tion has been villified by both property owners and the
local press.
One suspects part of the problem is lack of exper-
tise on behalf of the Authority staff and/or a lack of
backup support from the ministry of natural
resources.
Could it be that conservation authorities have out
lived their usefulness?
Back in the middle 1940's when the conservation
authorities act was proclaimed there was a general
lack of understanding about the importance of proper
water maintenance.
The basic reason behind the formation of the local
conservation authority was to effect measures which
would limit spring flooding.
A natural outgrowth of these flood control
measures was the entry of the conservation
authorities into the area of recreation.
Conservation recreation areas are a sore spot with
some people but as a general rule of thumb the areas
have been well used and well looked after.
Today, with an increasing awareness of the need
