bylaw and a lack of un-
derstanding about it could be
one of the problems which
-has contributed to a lack of
communication between the
village and the Zurich and
District Chamber of
Commerce over visibility at
the. Highway 84 and Goshen
Street corner.
Council wrestled with the
problem Thursday and final-
ly decided to seek advice
from the OPP op the role
which the law enforcement
agency takes in enforcing
parking infractions and
other breaches of village
bylaws.,
Ip a review of the bylaw
which was passed soon after
the village was incor-
porated, several deficiencies
were noted. including a
provision which permitted
angle parking only. along the
business portion of Goshen
Street. •
Another problem with the
bylaw and its implementa-
tion with regards to the no
parking zones on Highway 84
hear the Goshen corner, was
a problem of determining
where the no parking zones
• were to start.
The bylaw stated that no
parking -on the highway was
permitted within 125 feet of
the corner and that parking
on Goshen Street was illegal
Within 30 feet of the corner.

Isidore Laporte said the
Ministry of • transportation
and communications had
told him that no—parking
zones could be -placed
anywhere from Sato 150 feet
of the corner. While Laporte
first stated that ,the no park-
ing zones set up by the
village earlier in the year
were at the 60 footmark, he

bylaw may have to be
rewritten met •with opposi-
tion from Leroy Thiel who
stated that only portions of
. the bylaw would/have to be
amended.
Making reference to the
confusion surrounding the
enforcement of the village's
bylaws Thiel stated "The
only problem we have is to
get the damn thing acted up-
on."
Council ,instructed clerk -
treasurer Sharon Baker to
ask the OPP to appear at the
October meeting of council.
Tenders for revamping of
Victoria and Mill -streets are
scheduled to be opened
September 25. Laporte told
council.

. see /why Thiel i5 so concerned about having represen-
tatives from the township on the recreation com-
mittee.
As -proposed, the representatives from the clubs or
groups mentioned could be residents of the township
but they also could live in Zurich.
As stated out earlier this year in ari editorial
regional recreation groups do work and must work. -
Zurich is not an island unto its self and it just
doesn't make -sense to deny representation to a large
group of people who contribute to this community.
The more people involved in something- the
merrier. Hopefully, the - next village council and
.ministry of culture and recreation will agree.
this year and would be eligi-
ble for subsidy in the new
year if the bill was not payed
until that time.
The ministry will not sub -
size the cost of paving the
streets unless they are com-
pleted by October 15,
Laporte reported. The roads
would be paved by May 31/81
Thanks to a doubling in the
price of cement, the
village's sidewalk replace-
ment program has been
drastically reduced.
Council expressed amaze-
ment at the two tenders
which were submitted for
the hoped-for replacement
of about 2.000 feet of
sidewalk.
-Although. McCann
Construction of Mt. Capnei
• submitted the lowest bid, the
figure named by McDowell
Construction of Centralia
was given the nod.
The winning quotation of
$7.52 per foot was $2more
than sidewalk work which
was done last year and 27•
higher than the price sub-
mitted by McCanns.
Council decided to go with
the higher quotation as it in-
cluded the hauling- away of
the old sidewalks while the
McCann quote specified that
this -would be an extra
charge.
It was finally determined
that the $10.000. which had •
been allotted for sidewalll
work would allow ap-
proximately $1,300 of
sidewalk to be repaired.

which sidewalks ,are to be

this the best and biggest
supper ever held in this
place,

A large number of
villagers are 'attending the
big western fair at London
this week. which promises to
be the best ever.
Mr. Harold Klopp who has
spent a week's vacation at
his home has returned to

Dr. Bruce Eickmeier,
son of Mr. and Mrs. Henry
Eickmeier,' of Zurich, has
moved his dental practice to
Hamilton where he will form
a dental clinic in association
with Dr. D.A. Shearer. Dr.
Eickmeier also intends to
take some post graduate
studies on gas anaesthesia at
the University this .coming
winter.
Monday afternoon and
evening was Hensall's Big
Day of the summer months
when the Kinsmen Club df
that town staged its second
annual Bean Festival and
sports day;
Mr., and Mrs. Edwin
Gascho and children spelt a
few days at Toronto last
week. taking in the Exhibi-
tion.

Thiel reported that the
replacement of the village's
street lighting with more
energy efficient units had
been completed with few
comments from residents.
- The new lights illuminate a
greater area and use only 70

watt of power compared to
200 watts for the old unit.
As a whole. Zurichites are
becoming more energy con-
scious with Thiel saying that
the village is using less
power._
Any savings- realized by
the lights • wouldn't be. felt
until next year as Ontario
Hydro flat -rates ; the
municipality for hydro con-
sumed by street lighting.
