Christmas came early
As 1 indicated in a previous
column 1 spoke in the
Legislature on the issue of
political patronage in Ontario.
1 raised a number of ex-
amples of patronage appoint-
ments, mentioning several
names, including the family
of Clare Westcott, pointing
out that six members of his
family were employed in good
government jobs. In my
speech I stated that Mr.
Westcott, Executive Director
to the Premier, was "ex-
pected to receive an appoint-
ment to the Police Commis-
sion now that the Premier is
gone."
Mr. Westcott took great ex-
ception to my remarks and
wrote an open letter to the
press and others, denouncing
my "extreme bad manners"
for associating his name with
patronage and dismissed my
statement that he would be
appointed to the Police Com-
mission as "merely
newspaper speculation."
Well, on December 14th,
Mr. Davis announced that
Clare Westcott had been ap-
pointed to the Metro Toronto
Police Commission at a
salary of $80,671.00. Inciden-
tally this salary was increas-
ed from 873,000 only ten days
earlier.
Perhaps it was merely by
coincidence that the appoint-
ment is timed to coincide with
Mr. Westcott's retirement
from the Civil Service in
April. Perhaps it is also coin-
cidental that the present
Chairman of the Metropolitan
Toronto Police Commission
was given an extension of
time which happens to coin-
cide with Mr. Westcott's
retirement in April.
The fact of the matter is
that in addition to the $80,671
salary, as Metro Toronto
Police Commissioner, Mr.
Westcott will also collect a full
Civil Service Pension.
Considering Mr. Westcott's
years of service with the
government the pension will
be quite substantial although
the Civil Service Commission
refuses to reveal the exact
amount. However, it is
reported that Mr. Westcott's
combined income will amount
to $136,000.
My colleagues and I at
Queen's Park have expressed
strong opposition to this
double-dipping whereby
former Ministers of the
Crown such as Alan
Grossman, John MacBeth
and Harry Parrott and civil
servants like Clare Westcott
and countless others can
receive high paying
patronage jobs and still col-
lect a public service pension
at taxpayers' expense.
Using the words of Brian
Mulroney commenting on the
seventeen Liberal Patronage
appointments at the time on
the last' Federal election, "1
say enough in enough." It is
time that governments plug
these loopholes without delay.
There are many people in
Ontario equally welt qualified
to fulfil these positions and
they would be quite happy to
receive only one stipend.
Speaking of qualifcations it
is interesting to note that un-
til this year, a person to be
eligible for chairmanship of
the Metro Toronto Police
Commission had to be a
judge. I am now wondering
what particular experience of
qualifications one must have
for the position of Chairman
of the Commission. Surely,
when someone receives well
over $100,000 in salary and
pension, taxpayers who are
footing the bill have a right to
know.
Mr. Westcott's appointment

APPOINTMENT FOR HEARING
Requested by objectors
Ronald Edward Stoneman
Pete and Catherine Klaver
THE ONTARIO MUNICIPAL BOARD hereby ap-
points Monday, the 28th day of January, 1985,
at the hour of one o'clock (local time) in the
afternoon, at the Township Holl, Staffa for the
hearing herein.
DATED at Toronto this 21st day of December,

D.G. HENDERSON
SECRETARY
By Jack Riddell MPP
was not the only one made
just prior to Christmas and on
the eve of Premier Davis'
retirement. Urich Ferdinand.
former Director of Public
Liaison in the Preniier's of-
fice was appointed as Vice -
Chairman of the Liquor Con-
trol Board at 554,000. Ed
Stewart, persently Deputy
Minister to the Premier was
appointed Chairman of the
Dome Stadium in Toronto.
This is expected to become a
permanent position at a very
attractive salary.
I have a strong feeling that
these won't be the last
political appointments before
the next general election and
before Premier Davis leaves
the scene.
It will always be my opinion
that political appointment
regardless of party affiliation
is a blatant abuse of govern-
ment power but now that the
appointments I have mention-
ed are "a -fait accompli", and
in the spirit of Christmas, I
want to wish Clare Westcott,
Urich Ferdinand and Ed
Stewart well.
