Times Advocate, 1984-12-19, Page 38Pog. 14 Times -Advocate, December 19, 1984 Council returns to former system After a year-long experi- ment during which all members of Zurich council sat on both the finance and property and streets, sidewalks and drains commit- tee8, Reeve Isidore La Porky asked councillors at the regular December meeting if they would like to revert to the former three-man com- mittee system. Councillor Ray McKinnon immediately agreed, terming the present system ridiculous. He said when everything was threshed out in committees which were not open to the press, matters were "cut and dried" by the time they came to council. Open discussion of issues provided more infor- mation for the press to pass on to the taxpayers, he elaborated. Councillor Bob Fisher said while there was less open discussion, he believed the village had saved money by the reduced number of meetings necessary when all councillors attended the com- mittee meetings. He felt the present system had worked smoothly, and was more in- formative for councillors. McKinnon countered by saying some years required more meetings simply because more matters came before council. He said it was cheaper to pay $21 per person for three rather than five committee members, and added committees had no authority to make decisions on their own anyway; all issues had to be brought before council for final resolution. —Councillor Mike O'Connor said council had gone to the present system because formerly "half of council was in the dark". Clerk Sharon Baker said anytime anyone wished information he just had to ask. McKinnon moved a resolu- tion that council revert to the former three-man committee system. He was supported by Keith Westlake and opposed by Fisher and O'Connor. La Porte broke the tie by voting in favour of the motion. Farm Supplies, subject to OMB approval, Council gave first and second reading to a bylaw buying the equipment for $22,500, less a trade-in of $4,500 and a down payment of $8,000, and paying the $10,000 balance off at the rate of $321.29 for 35 months. Fisher, chairman of the committee, said the village will save money on the deal. He explained that $3,200 had been set aside annually in a road equipment reserve fund, and another $100 had been allocated for repair and maintenance. ( The new trac- tor is under warranty.) Zurich is now doing its own snow removal instead of hir- ing someone else to do it, for an additional saving of ap- proximately $1,000 per year. Though Ontario Hydro has increased its charge for sup- plying electricity by 9.4 per- cent, only 7.5 percent will be passed on to Zurich PUC customers. A letter was received from Charterways saying the com- pany has complied with coun- cil's request, and now stops on Edward Street and Goshen rather than on Main Street at the Goshen corner. The penalty charge for non- payment of current taxes and rate of interest to be added to tax arrears was set at 1.1 per- cent per month. totalling 13.2 percent for the year. Taxes amounting to $605.47 were written off. Zurich's share is $67.58. Countering that, new businesses have added $429.32 to the tax roll, with Zurich's share being $118.80. Clerk Baker believes the village will "break even" this year. Fifteen more letters had been received concerning Zurich's resolution circulated tb other small municipalities asking for exemption on pay- ing for environmental studies on waste fill sites. Fourteen supported the motion. Zurich •will mark Local Government Week by serving coffee and cookies at the municipal office on January 18. SEASONAL — parade. Mr. and Mrs. Risi showed slides of their recent trip to Switzerland on Monday evening. Some of the ladies showed their expertise in cookie bak- ing on Wednesday morning and again on Friday morning when shortbread cookies were the order of the day. The residents were pleased to have Mrs. Luther on Wednesday afternoon when she led the Residents in carol singing, after which she gave each a Christmas treat. As usual, the dining room was filled on Thursday mor- ning for sing time. Mr. Peter Deichert had his violin and accompanied Mrs. Margaret Pfaff on the piano. We are looking forward to be- ing able to enjoy their music from time to time. Mr. and Mrs. Marc ('halut chaperoned the residents on Thursday afternoon when they went by bus to the Pinedale Restaurant for coffee. Jerome imp ed The lime is the recipient of a beautiful Thomas organ through the generosity of the estate of the late Gordon Smith. It has been installed beside the piano in the dining room. We know it will give many hours of listening pleasure to the residents.. We would welcome anyone who would enjoy coming in to pro- vide music or organ and piano duets, particularly during the month of January when the days are dark and cold and entertainment is short. A video program was en- joyed on Wednesday evening courtesy of Cliff Alexander. Bingo was played on Friday evening. followed by refreshments. The Sunday School children of Zion West United church, under the direction of Mrs. Marilyn Miller, went carolling through the halls on Saturday evening Rev. Stewart Miner, retired minister of Exeter, conducted the chapel service on Sunday evening. Golden Agers meet On ' Friday" evening, December 14, 35 Zurich Golden Agers met at the Zurich Bowling -Lanes. After Grace was sung everyone en- joyed a delicious turkey dinner. Verlyn Fisher and her December group were in charge of the following: prizes were given to the lady with the fanciest Christmas corsage which was won by Eileen Consitt; fanciest glasses, Gen Doyle; most jewellery, Margaret Hess; shortest dress, Tilly Ziler; most colourful shoes, Beryl Hogg; men's shiniest shoes, Ed Strachan and Harvey Hohner; baldest head, Ed Gascho; fanciest tie, Mike Doyle and smallest ears, Ar- nold Merner. Margaret Kalbfleisch gave a reading, Forgive us our Christmases. Verlyn Fisher gave a reading, Priscilla, Christmas Shopping and Grin. Lynda Gandier won the door prize. Happy Birthday was sung for Ila O'Rourke and Bill Leibold. President Gen Doyle took charge of a short business meeting, after which Solo and euchre games were enjoyed. St. Boniface ('WL The December meeting of the St. Boniface CWL was held in the form of a potluck supper where 69 adults and 46 children enjoyed the delicous meal. The Christmas choir enter- tained with Christmas carols and later card bingo was played. Santa Claus then paid a vist to the children. Gifts for the shut-ins were distributed throughout the week. Two door prizes were won with Chantel Gelinas being the lucky winner of the childrens and the adult one going to Annie VanRaay. Mooney, with Godparents be- ing Gordon and Rita Denomme of RR 2 Zurich. Afterwards a family get- together was held at the home of the baby's grandparents Mr. and MSR. Mozart Gelinas Sr. followed by supper at the home of grandparents Mr. and Mrs. Matthew Denomme. Also baptized at St. Boniface Church Sunday, December 9 was Brian Robert, son of Mr. and Mrs. B uce Thomson of RR 2 Hensall. Nathan Michael Regier, son of Mark and Debbie Regier, nee Overholt ), was baptized on Sunday, December 15 by Fr. Mooney with Godparents being Debbie and Ken Regier, Zurich followed by a get- together at the baby's home with grandparents and some relatives with twelve attending.
