completely anonymous. They
make appointments and
choose one toy for each child
as well as one new article of
clothing and two pairs of
mitts per child.
The mitts, says Mrs. Symes
are hand knit by volunteers.
Churches in the county also
give white gifts and various
groups within Huron give
clothing and toys.
"People are incredibly
generous," says Mrs. Symes.
Mrs. Rivers notes a special
group of volunteers or
donators who tend to be very
guarded about their anonimi-
ty. These are people who have
used the services in the past
and have come back to help
out.
"They really shine from our
point of view," says Mrs.
Rivers. "They are giving
back what they got."
Those extra special items
always needed for the users of
the Christmas bureau are
snowsuits, winter coats, fresh
fruit and something for the
adults.
Donations have already
started coming in. Hurondale
WI has given $100; Ausable
River Nomads $50; Canadian
Canners realizing the need is
greater this year, is planning
to increase its 1984 donation.
The exact amount won't be
known until next week.
Toy collection boxes have
been set up in Exeter Public
School, Stephen, Usborne,
McCurdy, Mt. Carmel,
Precious Blood, Hensall and
Zurich and South Huron
District High School.
A large assortment of knit-
ted apparel has been turned
in by the faithful volunteers
who make their contribution
in this way each year.

Judge Cochrane.
Continued from front page
be far more effective than in-
carceration Judge Cochrane
believes.
"The emphasis is getting
away from custody except'for
crimes of violence that re-
quire a custodial sentence,"
he said. "In the case of the
drinking driver society is less
tolerant but, jail is not the
answer.
"A second offence for im-
paired driving brings with it
an automatic sentence of 14
days and three months
minimum for a third 'offence.
These people are not
necessarily crimials, they
have a drinking problem.
The fact that society is
much more aware and attun-
ed to the problem of drinking
drivers can be a more effec-
tive deterrent. If drinking and
driving is socially unaccep-
table, it is less likely to occur.
While there will always be
complaints with respect to the
judicial system, education
and awareness of the public
would help in all areas Judge
Cochrane suggests.
If anything can be said for
volume of criminal activity
and the dispensation of justice
in provincial court here, it is
consistent and has been so
over Cochrane's tenure as
crown attorney. Approx-
imately 8,000 cases are pro-
cessed through the system an-
nually and less than 1,000 of
those will be of a criminal
nature. "We have a low
caseload for the province and
since I've been here it hasn't
varied 10 percent a year." he
explained.
It was the challenge and
responsibility of the discipline
that attracted Judge
Cochrane to the pursuit of a
career in law and it that
"challenge of decisions" that
he will miss in retirement.
But retirement holds promise
of golf, tennis and winters in
Florida with his wife and
visits with three daughters.
During his law career in
Exeter, Judge Cochrane was
active in municipal politics
serving the community in the
capacity of councillor, reeve
and mayor. He was also
chairman of the South Huron
Hospital Board and the Ex-
eter Public Utilities Commis-
sion; past president of the Ex-
eter Lions Club and past
master of the Masonic Lodge.
Until a new provincial court
judge is appointed by the At-
torney General's office,
judges from London,
Chatham and Walkerton will
handle the caseload here.

The Bayfield club received
the award for their continuing
efforts to improve sport
fishing in the Bayfield river.
These efforts have included
successful fish egg incuba-

along water courses and par-

group working on the develop-
ment of a long range plan for
the Conservation Authority.
Runnersup in the category
were the Exeter area based

by the board in its decision
which found her actions "in-

of her duties as a teacher."

Mrs. Young said her next

Mrs. Young also said that
