London firm wins
Accept
,Exeter town council ac-
cepted the low tender of
$159,563 submitted by CWA
Contractors of London, to
reconstruct Marlborough
Street.
The next lowest tender of
$161,062 was submitted by
C.A. McDowell Ltd. of Cen-
tralia and Lavis Contracting
of Clinton submitted the third
lowest bid of $163,763.
Mayor Bruce Shaw raised
the question of whether coun-
cil should automatically sub-
mit the lowest fender, or
whether they should consider
accepting the bid of the local
contractor.

Kells noted that in the past,
council accepted the second
lowest bid in a tender. in
order to give the job to a local
contractor. Ile told council

bidders, the town would lose

tenders. Despite the tempta-
tion to give work Co.local
businesses, Mickle said, "I
feel you pretty well have to go
with the low bids."
Councillor Ren Hoogen-
boom said CWA did work for
the town on projects last year
"Wand they did an excellent
job."
The toeal cost of the
Marlborough Street
reconstruction project. in-
cluding the 15 percent
engineereing fees, will be
$183,497, which is $15,000 less
than the original estimate of
$198.000 for the
reconstruction.
The completion date for the
project is August 15.
In other business, council
granted P.K.Knight, of
Whispering Pines Develop-
ment Ltd. and the owner of
Star Time Video, an extension
on the time he can remain in
business at his Highway 8:3
location.
Originally' council had askc
ed Knight to vacate that
premise and move to a
suitable business location by
March 22.
Lawyer Kim .McLean,
representing Whispering
Pines, told council Knight is
planning to move to a
downtown. main street pro-
perty which he has purchas-
ed. iHowever, while the sale

Knight wants to do extensive
renovations to the new
property.
McLean said the Star Time
Video operator was re-
questing he be allowed to stay
in the Highway 83 location up
to April 30, so he wouldn't
have to store his equipment
while completing renovations
at his new location.
Reeve Bill Mickle, noting
Knight had been given other
extensions in the past, noted,
"I think this has got to be the
last extension" that council
allows.
McLean noted in his letter
to council that Knight hopes to
open this business downtown
prior to the April 30 date.

He told council that if an in-
dividual writes a second per-
son a postdated cheque,
which is accepted, then in fact
the second person is exten-
ding credit to the cheque -
writer.
If that cheque then bounces
on the date it is cashed, it is
an offence under civil law,
rather than criminal law as
one might expect.
Shaw said if this happens,
Hie second person can either
lake the matter to small
claims court, to try and
recover the money he is ow-
ed or he can hire a lawyer and
sue the person who wrote the
postdated cheque which
bounced.
Shaw said. "If you gb to the
police. all they can do is give
you advice" since the matter
is a civil action. However, he
added. if a person writes
several postdated cheques,
and there are no funds to
cover any of them. then this
becomes a matter of fraud
and can be investigated by
the police as a criminal
matter.

Budget set for aroa fire board
The 1984 budget for the Ex-
eter and area fire board is
$122,100, which includes the
520,000 purchase price of a us-
ed tank truck by the fire
department.
In addition to the *122,100,
the four municipalities who
belong to the area fire board
will also pay their annual con-
tribution to the reserve fund
for a new pumper and the fire
protection costs involved in
looking after fire hydrants.
Mayor Bruce Shaw noted
that Exeter's $87,892 share of
the 1984 budget is actually a
8.58 per cent decrease from
last year's contribution by the
town.
Usborne township's share
of the 1984 budget is
$40,293;Stephen township is
responsible for $10,989 and
Hay township for $7,236. In-
cluded in the 1984 budget is
$14,000 for vehicle and radio
repairs and the purchase of
nine new pagers and $11,000
for the purchase of equip-
ment, protective clothing and
recharges.
The largest share of the
budget, $50,600, is for ad-
ministration wages, training
and benefits for Exeter and
Area Fire Board volunteer
firemen.
In other business Monday
night, Exeter town council ac-
cepted the lowest tender of
$3,970, submitted by N.C.
Jones, for the extension of
Sanders Street East.
Reeve Bill Mickle reported
to council that a deputation of
Carling Street area residents
attended the public works
committee meeting to discuss
the problem of flooded

and members were elected to
represent this riding associa-
tion at the upcoming Liberal
Party of Canada, Ontario

sanitary sewers were install-
ed in the area. Committee
members voted to ask works
supervisor Glen Kells to in-
vestigate and solve the pro-
blem even if it means plugg-
ing and sealing old drains that
go into the Ann Street drain.
Council members, in
response to a letter from
Goderich council, passed a
motion , put forward by
Gaylen Josephson, that Ex-
eter council go an record that
the County and Huron Coun-
ty Board of Education try to
restrain their percentage in-
crease (in the county requisi-
tion) to fall within the recom-
mended five per cent provin-
cial guidelines.
Goderich council said 1984
increases in the county mill
rate presently reflect and in-
crease of 13 per cent for
Goderich and other
municipalities in the county
requisition.
There will be a special
meeting of Exeter council
March 26 at 4 P.M. to open the
tenders for the town's new
pumping station.
