Policy researches for the
Official Opposition have
prepared a brief history of
computers in education in On-
tario, which you may find of
interest.
In June 1981, the Ministry of
Education established an Ad-
visory Committee on Com-
puters in Education with the
central purpose of having
direction and control in the
electronic communication
field similar to that exercised
through Circular 14 in the
.field of textbooks. Later that
year, in October, the
Ministers of Education and
Industry/Tourism tat that
time Larry Grossman) joint-
ly announced the "functional
specifications" for educa-
tional micro -computers, iden-
tifying "two key standards":
a) common hardwares of
equipment specifications and
b) common cataloguing and
indexing specifications.
Effective with the 1982 and
subsequent General
Legi8lative,Greets( Regula-
tions, micros to meet the new
specs were to be included as
part of the recognized ex-
traordinary expenditures of
school boards. Specific details
were promised with the an-
nual GLG announcement.
Also in October, "Functional
Specifications for an All -
Canadian Educational Micro
Computer", a research report
by The Canadian Advanced
Technology Association
,'ATA was released. The
Ministry announced approx-
imately 3,200 micro-
computers had been purchas-
ed by the Ontario School
Boards to date and were in
classroom use.. Sales of
micros to schools accounted
for 2 percent of mamtfac-
tuer's revenue. By 1983.
educational micro sale made
tip 25 percent of revenue.
The Ontario Teachers -
Federation advised that its
members want 30,0x81 coin-
puters in schools by 1983,
1211,188) by 1985, and advocated

change in the Education
system must be acccterated.
A TVO survey found 4,500
computers in 4,600 schools.
Colnmodore had captured ap-
proximately 85 percent of the
market, at a per unit cost of
less than $1,000.
In the fall of 1981, three ven-
ture capital groups were ap-
proached to create the educa-
tion computer consortium,
although 26 CATA member
companies had contributed
$1,000 each toward the cost of
original CATA research.
North American Ventures
had contributed $500,000.
Microdesign and Compas
(now Meridian subsidiaries)
were also original
participants.
January 1982, the Ministry
of Education estimated there
were 5,500 computers in
classrooms.
February 1982, Canadian
Education Microprocessor
Corporation (CEMCorp)
made efforts to raise $3
million in venture capital, to
produce its prototype
classroom computer, to be
ready by late Fall. The Com-
pany president (now with
Computer Innovations) advis-
ed a software based system
would be produced for elec-
tronically distributing learn-
ing material to individual
students and the necessary
display computers. Design
ministerial announcement,
Meridian Technologies had
become majority shareholder
of CEMCorp and had raised
over $1 million of a $2 million
share offering (in Meridian no
CEMCorp). Estimates placed
Ontario School Board pur-
chages of micro -computers at
Craft show

The Lambton Heritage
Museum in Grand Bend will
be hosting its 4th annual
Heritage Craft Sale on
Wednesday, July 20 and Sun-
day July 24. The Craft Sale is
usually the most popular of
the special events planned for
the busy summer months at
the museum.
Museum staff expect ap-
proximately 60 artisans from
the South Western Ontario
area to be demonstrating and
selling their handmade
crafts. Some of the local craft-
speople will include Helen
West of Grand Bend, a
stoneware potter and Verkley
Woodcraft from Thedford.
The Heritage Crafts are also
popular.
Tinsmiths. spinners,
weavers and blacksmiths will
he demonstrating our
forefather's "crafts" to in-
terested onlookers.

"They were supposed to
specify how the computer was
to function and not the
technology to be used..." said

Corp. A computer specialist
pointed out, "The Ontario
Government could have made
a more important contribu-
tion by selecting a standard
language for writing educa-
tional programs."
By May/June 1982 CEM -
Corp had only beeh able to
raise $1.2 million of needed 53
million venture capital. A
limited partnership proposal,
with a minimum 5100,000 per
unit purchase price was
withdrawn from tie Ontario
Securities Commission.
In October 1982, Lorne
Smith, Executive Secretary
of the Advisory Committee on
Computers in Education, ad-
vised that the Ministry was
not ready to help school
boards buy computers that
Fall. He admitted: "The
Ministry of Education plans
to have some control over the
introduction of desk top com-
puters into the classroom are
in disarray." CEMCorp was
without adequate financing,
and maintaining a "holding
pattern." The government of
Alberta, after conducting a
Task Force on Computers in
Education, bought 1,000 Apple
II Micros for classroom use.
The Ministries of Education
and Industry and Trade an-
nounced in March 1983 a $15
million hardware/software
package for computers in
education, through a revived
CEMCorp, now managed by
Meridian Technologies Ltd.
The two Ministries condi-
tionally guaranteed sales of
CEMCorp micros - $2
million on delivery of pro-
otype and $8 million on
ielivery to classrooms in
1985. Shortly before the join
