Forestry debt forgiven

EXETER -- The Ausable Bayfield Conservation
Authority received a rare Christmas present from the
provincial government last week with the announce-
ment their Agreement Forest Program debt has been
forgiven.
Under the program, the ARCA owns the land and the
Ministry of Natural Resources plants and manages the
trees with the costs recovered when wood products are
sold.
With the cancellation of the debt, the ABCA can use
the revenue locally for tree planting, forest management
or buying land, ABCA general manager Tom Prout said.
The ABCA owns about 10,000 acres of land and 4,700
acres are in the Agreement Forest Program. The
ABCA's agreement forests are in six municipalities with
2,300 acres of the 4,700 in Hay Twp.
The authority joined the program in 1952 when it
purchased a tract in Hay Swamp. The last piece of land
was added to the program in 1991.
Prout said the MNR did $480,000 of work on the
forests and $94,500 in revenue has been received leav-
ing a net management cost/expenditure of $385,500.
In the last 10 years, the MNR has not had the
resources to do any forest management for the ABCA
but under terms of the agreement, the ABCA couldn't
tend the forests either. In 1996, the MNR formally
stopped management and through a memorandum of
understanding, the ABCA was allowed to do some tend-
ing that provided enough revenue to pay for the man-
agement.
"As time progresses, we should have a net revenue,"
Prout said.
The announcement applies to all agreement forests in
Ontario, owned by conservation authorities and coun-
ties. Prout expects the formal paper work associated
with the announcement to be completed early in 2000.
The ABCA received $227,000 over the past several
years from the province to purchase land and if the land
is sold, half the money must be returned to the
province.

by the Ministry of Transportation to warrant a cau-
tion light. The Ministry said there must be at least
three accidents each year for three years before it
will install a safety light.
gar The new Lucan library was delayed despite the
riginal plan for a new library to be complete at the
nd of January. The $300,000 project was sched-
uled to start last September but as of yet the ground
as not yet been broken.
OW The settling of the county/town planning fee
eud could result in a costly hike for builders.
Proposed changes to the planning fees in Exeter to
end a long dispute could triple some fees.

or The first baby in almost four years was born at
the South Huron hospital. When the parents, Lynda
and Phil Thompson, discovered the Wingham and
District hospital was not equipped for child birth
they were rushed to Exeter.
After a split recorded vote, Exeter chose the
Huron County -wide OPP quote over the Exeter only
quote. The prices were nearly identical and over-
time was the deciding factor.
or A letter from the Provincial Health Minister
Elizabeth Witmer said the South Huron needs three
more doctors to be up to par. Because South Huron
has been recognized it can now be involved in entic-
ing doctors to come to our area.

iour Improves.
▪ The Zurich Council has said 'no' to the request
made by Seaforth/McKillop to join the 'Original Six'.
Zurich would prefer to join with the Stephen-
Usborne-Exeter group but is concerned that it
would be an island.
Churches schedule annual meetings

CENTRALIA - On Christmas Eve
at Centralia United Church, the
Christmas story was told once
again in scripture, song and story.
Minister Heather Scott led the
worship service. The children of
the Sunday School were very good
in their roles as angels, shepherds
and wise men. They also read
scriptures and led prayers. Mary,
Joseph and the baby Jesus were
portrayed by Carol and Allan
Powe and their daughter
Candace.
In the Advent wreaths, the can-
dles of love, hope, peace and joy
were lit. The Christ candles were
also lit.
Minister Scott invited everyone
to participate in the Communion
celebration.
Minister Scott also led worship
on December 26. Her meditation
was entitled 'Home for
Christmas'. She spoke with the
children about the meaning of
Christmas and reminded them
that Santa visits once each year,
but Jesus is with them every day.
Announcements
Centralia and Zion West U.C.W.
will meet January 6.
Annual meetings are scheduled
soon in the new year. All reports
for the Annual Report should be
given to Michelle Hern by January
7. Zion annual meeting will be
held January 31 at 8 p.m..
Centralia will hold their annual
meeting on February 6 at 1:15
p.m. following worship and lunch.
The Official Board will meet on
January 20 at 8 p.m. at Centralia
United Church.
Euchre results
At Heywoods Restaurant on
December 20, Lone Hand winners
were Kit Hern and Fred Cook.
Mary Wallis and Gordon Eaton
were the High Score winners. The
Hidden score winner was Andy
Thompson.
